Source text - English The potential of young people has been widely recognised and is seen as a second window of opportunity for development. The National Policy on Youth Development in Cambodia regards youth as ‘a very important resource for economic, social, cultural and environmental development’ and as defined in the Vietnamese Youth Development strategy ‘young people represent the future of the country and are a powerful social force, possesses great potential and play a pioneering role in building the country’. This potential can only be realized if young people in Cambodia, Laos and Vietnam are able to take advantage of the growing opportunities, when they are met in their needs and equipped with the needed skills and knowledge.
Although progress has been made, the Sustainable Development Goals (SDGs) progress report in 2019 showed that Southeast Asia will not achieve any of the 17 Sustainable Development Goals (SDGs) by 2030 if no intensified action is taken. Many young people across the region still face different barriers and are unable to develop to their full potential. In Cambodia 36% of young people live below the poverty line and according to the 2017 Youth Multi-dimensional Deprivation Indicator, 40% are deprived in at least one well-being dimension . Laos made progress in reducing poverty, but inequalities have actually increased . Although poverty rates in Vietnam have severely declined, almost 45% of ethnic communities still live in poverty.

Chính sách quốc gia về Phát triển thanh niên tại Campuchia nhìn nhận thanh niên là ‘nguồn lực thiết yếu trong công tác phát triển kinh tế, xã hội, văn hóa và môi trường’. Tương tự, chiến lược Phát triển thanh niên Việt Nam đã khẳng định ‘Thanh niên là tương lai của đất nước, là lực lượng xã hội hùng hậu, có tiềm năng to lớn, xung kích trong công cuộc xây dựng Tổ quốc’.
