The speed at which the AU Member States ratified the AfCFTA is certainly something to acknowledge. It is something to note and be excited about for many reasons, one of them being that it gives a glimpse of the resolve, the commitment, and the readiness of the Member States to move into the next key step – i.e. implementation and delivering results. While the African Continental Free Trade Agreement (AfCFTA) decision does also layout the key implementation phases with important milestones defined and agreed, it is well understood that Member States – individually and collectively – will be making critical decisions on highly complex matters. These decisions and the form and quality of decisions will directly impact the speed and quality of implementation of the AfCFTA that brings transformative results with measurable impacts on local populations’ livelihoods. The essence and value of the AfCFTA are in the extent to which it will contribute to creating jobs and fostering sustainable national wealth, thereby building an inclusive society as depicted in the African Union’s Agenda 2063.
It is well-understood that implementation is both political and technical. There will be many challenges and trade-offs to be considered and addressed in advancing it. It needs to be a transformational process starting from the individual Member States’ widely diverse economies. This will require time – i.e. medium to long term plans at all levels – as well as some largely short-term burdens which for some countries may mean negative net-gains in the short term and impacting adversely in such countries' ability to cooperate.
The African Union Development Agency (AUDA-NEPAD), with a focus on implementation in line with Agenda 2063 development aspirations, and supportive of the upcoming African Union’s AfCFTA secretariat is undertaking a series of studies aimed at generating relevant knowledge and data to support and enhance Member States’ capacity and ability to implement the AfCFTA, especially with regard to strengthening strategic policy alignment and coherence, ensuring high quality and appropriate investment decisions and fostering transboundary cooperation in sectors such as industry and tradeable services, transport-connectivity and ICT.
This particular study – AfCFTA Implementation: Conditions for Success– provides both an analytical framework as well as an actual analysis on local and international factors likely to either augment or hinder the implementation of the AfCFTA and therefore give an evidence-based understanding and capacity to make specific local policy and investment decisions. The study can further guide interventions aimed at strengthening and aligning related institutional and human capital needs using integrated, cross-sector and trans-boundary approaches. Using the International Futures Modelling Tool, the study presents, for planners, policymakers and development specialists, a uniquely African perspective and foresight analysis to help in evidence-based prioritization and determining of national or regional AfCFTA implementation pathways – also connecting between individual and collective (regional) Member States’ implementation efforts. The success of the AfCFTA is cardinal to the success of Agenda 2063.
The AUDA-NEPAD and the Pardee Center are pleased to put this study report in the hands of Governments, national and regional stakeholders, including the private sector and civil society organizations, policy analysts, development partners among others to stimulate, inform and guide critical analysis.

Source text - French Depuis la mi-mars, la Préfecture de police (PP) de Paris a utilisé des drones pour veiller au respect des consignes de confinement. Leur usage pouvait être envisagé pour prévenir les rassemblements de personnes dans le cadre des restrictions toujours en vigueur avec la mise en place du déconfinement. Mais le Conseil d’Etat en a décidé autrement : les drones de la Préfecture ne pourront plus décoller jusqu’à nouvel ordre, selon une ordonnance rendue publique lundi 18 mai – publiée en intégralité par le site NextInpact. La plus haute juridiction administrative ordonne « à l’Etat de cesser, sans délai, de procéder aux mesures de surveillance par drone » à Paris, dans le cadre du déconfinement.
Le texte infirme un jugement du 5 mai émanant du tribunal administratif de Paris, qui avait été saisi par l’association La Quadrature du Net et par la Ligue des droits de l’homme (LDH). Les deux organisations reprochaient à la PP d’avoir déployé des moyens de capter, enregistrer et exploiter des images d’individus grâce aux caméras des drones, et ceci « hors d’un véritable cadre légal ». Le tribunal administratif n’avait pas donné suite, arguant que rien ne permettait d’établir « que les services de la Préfecture de police auraient utilisé les drones dans des conditions permettant d’identifier les individus au sol ». La Quadrature du Net et la LDH avaient annoncé faire appel afin d’obtenir une « décision plus constructive » de la part du Conseil d’Etat.

(2) A temporary insurance shall be attached to the tender «Technical Envelope» in the name of Mr. / Chairman of the Tenders and Auctions Committee (Ministry of Interior) by a check payable or according to a bank guarantee letter issued by a local bank or approved in the State of Qatar, not associated with any restriction or condition and valid For the entire performance, irreversible, and valid for at least (120) days from the date specified for the bid submission "The closing day excludes any bid not accompanied by temporary insurance from the tender."
(3) The period for validity of bids shall be at least (90) days from the date of the expiry of the period prescribed for submitting bids.
(4) The bid submission shall be in two closed envelopes, one for the technical bid and the other for the financial bid. The technical envelope must contain provisional insurance and a copy of the classification certificate and the data and documents required to verify the technical bid conforming to the required conditions and specifications and the availability of technical sufficiency and financial ability of the bidders, including It is appropriate for the subject of the contract, and the financial bid must contain the prices submitted for the items requested in quantity tables.
In all cases, the submission of bids shall be from one and at least two copies in one file, and the original copy shall be considered when a difference occurs between the copies, that a copy of the bid is kept with the committee's secretariat and the other copy at the competent administration, the original tender shall be kept with the requesting administration.
