Source text - French Succession de mauvais indices. Les derniers comptes trimestriels de l’INSEE se sont inscrits dans une succession de mauvaises nouvelles. Non seulement le premier trimestre a été révisé à la baisse (0,4% de hausse contre 0,5 % précédemment), mais, de plus, le second trimestre a enregistré un résultat négatif (-0,3% pour le PIB par rapport au trimestre précédent). Ce recul est principalement dû à la contraction de l’investissement productif des entreprises (-1,0%), qui est surprenante, à celle du logement (-2,9%), qui l’est moins, et à une forte diminution des exportations. Les craintes d’une récession s’amplifient.
La France manque de moyens d’action contracycliques. Vu la situation des comptes publics, il est difficile d’imaginer une politique d’augmentation des dépenses (ex. grands travaux) ou de réduction des recettes (ex. réduction d’impôts).
Vers un alourdissement de la fiscalité des ménages ? La décision récente de faire participer les mutuelles, via un prélèvement, à la réduction des déficits sociaux illustre la direction nouvelle des évolutions : faire payer par les ménages la réduction des déficits publics et sociaux. De nouvelles mesures iront dans ce sens dès 2009. Ceci pèsera sur la consommation.
Translation - English A series of poor indicators. The most recent INSEE quarterly accounts reflected a string of bad news. Not only was the first quarter revised downward (0.4% increase versus 0.5% previously), but the second quarter also showed a negative result (-0.3% for GDP compared to the previous quarter). This decline is due primarily to the downturn in productive investment by businesses (-1.0%), which is surprising, the housing slowdown (-2.9%), which is less surprising, and a sharp decrease in exports. Fears of a recession are intensifying.
France lacks countercyclical means of action. Given the state of the public accounts, it is hard to imagine a policy aimed at increased spending (e.g. major projects) or lower revenues (e.g. tax reductions).
Are we moving toward an increase in the household tax burden? The recent decision to have mutual insurance companies participate in reducing the social deficit via a deduction illustrates the new direction that is being taken: make households pay for the reduction of pubic and social deficits. New measures to this effect will be taken starting in 2009 and will negatively impact consumer spending.
French to English: Energy - HQE green building standard
Source text - French La HQE est la prise en compte de l’ensemble de l’impact environnemental de l’activité de l’immeuble, aussi bien au stade de la construction, les matériaux de construction, l’environnement de l’immeuble, les choix techniques, la gestion des énergies, et dans la phase d’exploitation, le confort des résidents, et puis la gestion toujours des énergies, l’ensemble des fluides, déchets, l’eau enfin bref tout ce qui peut avoir un impact sur la vie de l’immeuble.
C’est une démarche très globale. J’ajouterais à cette démarche que la HQE ne couvre pas que les immeubles neufs, c'est-à-dire ne concerne pas que la construction nouvelle, mais aura vocation à concerner de plus en plus la rénovation d’immeubles existants. On trouve des approches du type HQE dans la plupart des pays développés aujourd’hui ou en tt cas les pays ayant un parc immobilier tertiaire important [liste des organismes].
Nous avons là un vrai savoir-faire de par notre place au sein du groupe de travail du X mais aussi de par les très belles références que nous avons aussi bien avec la Société X ; premier bâtiment HQE de France et que donc nous allons gérer, aussi avec le site de X et X à Suresnes, aussi avec le siège social de X qui nous en confie la gestion pour son nouveau siège sur Rueil et qui sera un bâtiment HQE.
Translation - English HQE, France’s green building standard, pertains to the full environmental impact of a building’s activity, including building materials, the building’s environment, technical choices and energy management during the construction phase, and residents’ comfort during the operation phase. It also sets criteria for the subsequent management of energy, fluids, waste and water – in short, anything that can impact the life of the building.
It is a very global approach. I might add that HQE covers not only new buildings, namely new construction, but will increasingly pertain to renovation of existing buildings. Approaches similar to HQE exist in most developed countries today or, in any case, countries with a large number of commercial buildings [list of organisations].
We have real expertise in this area thanks not only to our position within the X working group, but also the excellent references that we have with X, whose HQE building was the first of its kind in France and which we will therefore manage, the X and X sites in Suresnes, and the head office of X, whose new HQE head office in Rueil we will manage.
