Source text - Spanish Una crisis sanitaria o de salud pública es una situación de alarma o complicada del sistema sanitario que afecta a una o varias zonas geográficas, desde una localidad concreta hasta abarcar a todo el planeta.
Suelen originar pérdidas en salud, vidas y dinero, pero a veces, se aprovechan maliciosamente con beneficios políticos o industriales.1
Su gravedad se suele medir por el número de personas afectadas, por su extensión geográfica, o por la morbilidad o mortalidad del proceso patógeno que lo origina.
El Reglamento Sanitario Internacional de 2005 (RSI 2005) es una normativa de la Organización Mundial de la Salud que sirve para "prevenir la propagación internacional de enfermedades, proteger contra esa propagación, controlarla y darle una respuesta, evitando al mismo tiempo las interferencias innecesarias con el tráfico y el comercio internacionales".
"Establece una nueva serie de normas encaminadas a apuntalar el actual sistema mundial de alerta y respuesta ante brotes epidémicos y exigir a los países que mejoren los mecanismos internacionales de vigilancia y notificación de eventos de salud pública y refuercen su capacidad nacional de vigilancia y respuesta".
El RSI 2005 define una emergencia de salud pública de importancia internacional como un "evento extraordinario de salud pública que, mediante procedimientos concretos, se ha determinado que constituye un riesgo para la salud pública de otros Estados a causa de la propagación internacional de una enfermedad, y podría exigir una respuesta internacional coordinada".
Translation - English A health or public health crisis is a situation of concern or a complication of the health system that affects one or several geographic areas, from a specific location which encompasses the whole planet.
They usually cause losses in health, lives and money, but sometimes, they are maliciously taken advantage of with political or industrial benefits.
The severity is usually measured by the number of people affected, by the geographical spread, or by the morbidity or mortality of the pathogenic process which they come from.
The International Health Regulation of 2005 (IHR 2005) is a World Health Organisation regulation which works to "prevent, protect against, control and provide a response to the international spread of disease, whilst at the same time avoiding unnecessary interference with international traffic and trade".
"It establishes a new series of regulations aimed at strengthening the current global alert and response system for epidemic outbreaks and requiring countries to improve international mechanisms for surveillance and notification of public health events and strengthen their national surveillance and response capacity".
The IHR 2005 defines a public health emergency of international importance as an "extraordinary public health event that, through specific procedures, has been determined to constitute a public health risk to other States due to the international spread of a disease, and could require a coordinated international response."
