Source text - English On 30 September 2015 the European Commission (the ‘EC’) presented its Action Plan on the Capital Markets Union.
In it, the EC has included regulations to stimulate high quality securitisations.
The stimulus comes through preferential capital treatment of securitisations that meet a set of criteria.
The criteria focus on making securitisations simple, transparent and standardised (‘STS’ criteria).
After careful study and consultation with the industry, regulation on STS criteria has been drafted for true sale securitisations and ABCP securitisations.
In the meanwhile the EC has asked the European Banking Authority (‘EBA’) to do a similar study for synthetic securitisations.
We strongly support the initiative to draft STS criteria for synthetic balance sheet securitisations as we believe these synthetic securitisations can contribute to a more sustainable financial system, add value to the real economy, are conceptually simple and appropriate for standardization.
Translation - Spanish En pasado 30 de septiembre de 2015, la Comisión Europea (CE) presentó su Plan de Acción para la Unión de los Mercados de Capitales, en el que se incluían reglamentaciones destinadas a estimular las titulizaciones de alta calidad.
Dicho estímulo se realiza a través del tratamiento preferente del capital para las titulaciones que cumplan con una determinada serie de criterios.
El objetivo de estos criterios es conseguir unas titulizaciones simples, transparentes y normalizadas (criterios STN).
Tras un estudio pormenorizado y un proceso de consulta con miembros del sector, se ha redactado una normativa sobre los criterios STE para las titulizaciones de auténtica compraventa y las titulizaciones ABCP.
Mientras tanto, la CE ha solicitado a la Autoridad Bancaria Europea (ABE) que realice un estudio similar para las titulizaciones sintéticas.
Apoyamos decididamente la iniciativa de redactar unos criterios STN para las titulizaciones sintéticas de balance, ya que creemos que estas titulizaciones sintéticas pueden contribuir a mejorar la sostenibilidad del sistema financiero, añaden valor a la economía real, son sencillas en términos conceptuales y son aptas para ser estandarizadas.
