One of the great achievements of the United Nations is the creation of a comprehensive body of human rights law, which, for the first time in history, provides us with a universal and internationally protected code of human rights, one to which all nations can subscribe and to which all people can aspire. The United Nations have established mechanisms with which to promote and protect these rights and to assist Governments in carrying out their responsibilities.
Since the adoption of the Universal Declaration of Human Rights in 1948, human rights have received an unprecedented level of global attention and support. Women, children, disabled persons, minorities, indigenous peoples, migrant workers and other vulnerable groups now possess rights that protect them from discriminatory practices. The United Nations machinery to monitor compliance with human rights covenants has acquired remarkable cohesiveness and weight among Member States.
In 1993 the post of the United Nations High Commissioner for Human Rights was created to strengthen and coordinate United Nations work for the protection and promotion of all human rights of all persons around the world. La paix, la stabilité, un gouvernement juste et efficace et le respect des droits humains sont des valeurs essentielles pour le développement durable. Dans ce domaine comme dans tous les autres, des inégalités profondes séparent les humains : certains pays profitent durablement de la paix et de la sécurité, alors que d’autres vivent des périodes de conflits et de violence qui semblent sans fin. Les États secoués par des conflits ont de la peine à poursuivre l’ensemble des ODD alors que ceux où la paix a été rétablie ont souvent connu une avancée spectaculaire en quelques années. La violence armée et l’insécurité ont un effet destructeur sur un pays à plusieurs niveaux : elles freinent la croissance économique et causent des souffrances durables qui souvent traversent des générations entières. La persistance des ressentiments entraine souvent un nouveau cycle des conflits et des violences. Les populations vivant dans un pays en conflit, où l’état de droit fait défaut, sont beaucoup plus souvent exposées aux violences sexuelles, à la torture et à une explosion de la criminalité.
La défaillance des institutions entrave le développement durable même en période de paix. La criminalité organisée, la corruption et la pratique généralisée des pot -d -vins sont des phénomènes néfastes répandus tant dans les pays pauvres que dans les pays développés.

La paz, la estabilidad, un gobierno justo y eficaz y el respeto de los derechos humanos son valores esenciales para el desarrollo sostenible. En esta área, como en todas las demás, las desigualdades profundas separan a los seres humanos: algunos países se benefician de una paz y seguridad duraderas, mientras que otros experimentan períodos de conflicto y violencia que parecen interminables. Para los estados castigados por los conflictos resulta más difícil trabajar para alcanzar todos los ODS; mientras que, a menudo, aquellos en los que se ha restablecido la paz han logrado un progreso espectacular en pocos años. La violencia armada y la inseguridad tienen un efecto destructivo para un país en muchos niveles: obstaculizan el crecimiento económico y causan un sufrimiento duradero que a menudo afecta a generaciones enteras.
