本局主管全市地籍、測量、地價、地權、地用、徵收、土地開發及地政資訊等業務，均與民眾財產權益息息相關，地政業務的執行，須具備專業知能、創新思維與宏觀長遠的規劃，本局全體同仁秉持地政業務係為服務全民、創造市民財富的永續經營志業，不斷提昇服務品質，活絡土地資源開發，並確保「地籍正確、地價合理、地權調和、地政資訊ｅ網通」之施政目標，期能提供民眾更便捷、多元、優質的服務並以開發建設大高雄、均衡城鄉發展、保障民眾財產權益，以地盡其利、地利共享為首要任務。
為引導都市發展，重塑社區風貌，本局積極執行土地開發業務，加速取得公共設施用地、節省用地補償費及工程費用，並興建完善公共設施及綠美化開發區環境，以提升整體開發價值，改善生活品質；而且在本市 陳菊市長的支持下，以公辦土地重劃為主，將開發利益歸全民共享並厚植市府財源，挹注市政建設，改造本市為一宜居、幸福城市。
為使各界人士及公私機關團體瞭解本市地政業務推展辦理成效及作為相關學術研究與分析參考，本局編印本市地政統計年報，除每年更新相關統計數據、並增加對照分析圖表外，更納入本市市地重劃與區段徵收範圍示意圖、地籍段界一覽圖等，以充實豐富年報內容。

Translation - English Foreword
The Bureau of Land Administration is in charge of land cadaster, land survey, land value, land rights, land use, land expropriation, land development, and land administration information for the entire City of Kaohsiung. Every aspect of the bureau’s operations is closely related to the property rights of the public. Professional expertise, innovative thinking and visionary long-term planning are required for the execution of land administration. All my colleagues at the Bureau uphold the principle that land administration is an endeavor of sustainable operation that works to serve and create wealth for the public. By setting up its administrative goals as continuous service improvements, ongoing land resources development, and assurance of “correct land cadaster, reasonable land value, harmonious land rights, and easy access to e-information of land administration”, the Bureau aims to provide the public with more convenient, multi-dimensional and quality services. The Bureau also gives priority to the development and construction of the greater Kaohsiung, the balanced development of urban and rural regions, and guarantee of the public’s property rights and interests, in order to make the best of the land resources and share the benefits of the land.
In order to provide guidance on urban development and reshape community landscape, the Bureau actively carries out land development work, speeds up acquisition of land to set up public facilities, saves land compensation fees and construction costs, constructs and improves public facilities, as well as greenifies and beautifies the environment of the development areas to enhance the overall development value and improve quality of life. Moreover, under Mayor Chen Chu’s support, the City focuses on the strategy of public-initiated land readjustment, and endeavors to give back and share the benefits of development with all the people and cultivate the City Government’s financial sources. Fund will be injected into the development of city administration, remaking Kaohsiung a livable and happy city.
This Statistical Year Book of Kaohsiung City Land Administration is compiled and published to give community individuals as well as public and private agencies and organizations a better understanding of the City’s land administration implementation performance and to provide a reference for related academic research and analysis. In addition to relevant statistical data updated every year and the added comparative analysis charts, it also includes information such as the City’s urban readjustment, zone expropriation area maps and the chorographic map of cadaster zone boundaries to enrich the content the Year Book.
Land administration works as an important foundation for municipal construction and development. To meet the demand of the ever-changing environment and the public’s expectation, the entire staff of the Bureau will go all out, with innovative thinking and a perfectionist attitude, to work toward the goal of making the public feel that they “love living in Kaohsiung.”
This Year Book is a summary of the Bureau’s 2014 land administration implementation performance. We look forward to and appreciate feedback and suggestions to help us further improve our work.

I have nearly three decades of
language-related work experience. In my early years in Taiwan, I worked as a
news compiler for the International News desk in Ming Sheng Daily News and
translated stories for the United Daily News. After completing my degree
overseas, I joined the BBC World Service in London from 1992 to 2004, starting as
a producer and promoting up to an editor. I am a meticulous planner and worker. In my previous employment I have played various team roles -- leader, coordinator, and member. My works involve tasks from project planning to execution and review.In 2005, I moved to Malaysia for work,
freelancing in translation and review of documents, mostly in business and
technical fields. In 2019, during the COVID pandemic, I returned to Taiwan and
