قانون الجزاء العماني
الباب الأول: في الشريعة الجزائية
الفصل الأول: في مبدأ شريعة الجرائم والعقوبات وتطبيق الشريعة الجزائية من حيث الزمان.
المادة ( ١: لا يعد الفعل جرماً اذا لم يوجد نص على ذلك حين اقترافه •كذلك لا يقضي بأى عقوبة لم يكن منصوصاً عليها حين اقتراف الجرم • يعد الجرم مقترفاً حالماً تتم أفعال تنفيذه، دون ما نظر إلى وقت حصول النتيجة •
الفصل الثاني: في تطبيق الشريعة الجزائية من حيث المكان
مادة ( ٢): صلاحية الشريعة هي رعايتها لفعل أو وضعية ما مما يستتبع تطبيقها عليهما ولصلاحية الشريعة الجزائية العمانية، المحددة
في هذا الفصل، مقاييس أربعة:
١- ( إقليمي ): أي بالنظر إلى مكان حصول الفعل، وتعرف الصلاحية عندئذ بالصلاحية الاقليمية •
٢- ( ذاتي ): أي بالنظر إلى اهتمام الدولة العمانية بالفعل، وتكون الصلاحية ذاتية •
٣- ( شخصي ): أي بالنظر إلى جنسية الفاعل، وتعرف الصلاحية عندئذ بالصلاحية الشخصية •
٤- ( نوعي ): أي بالنظر إلى نوع الفعل وحرص الدولة العمانية على المشاركة دولياً في مكافحة الجريمة، وتعرف عندئذ بالصلاحية الشاملة •

Oman Penal code
Part one: in penal sharia
Chapter 1: the principle of crime and penalties sharia and application of penal sharia by time.
Article 1: an action is not considered crime unless stated when it’s done and doesn’t adjudicate a penalty unless provided at the time of crime, the crime is considered done once the actions are made without considering the time.
Chapter 2: application of penal sharia according to place.
Article 2: sharia authority is sponsoring an act or position which follows their application and for the validity of the Omani Penal Sharia determined in this chapter, four measures:
1-Regional: considering the location of the action and the authority is known as regional authority.
2- Spontaneous: considering Oman’s interest and the authority is known as Spontaneous authority
3-Personal: considering the committers’ nationality and the authority is known as Personal authority.
4-qualitative: considering the action type and Oman’s care to get internationally involved in crime control, it known as general authority.

Future Skills Initiative
Building a Digitalised Omani Economy
Facilitating impact in the short term for long-term gain
Muscat, 3 November 2019.— Oman’s Future Skills Initiative, conducted by the Supreme Council for Planning in partnership with the World Economic Forum, has unveiled its plans for preparing Omanis for a digitalised future in a press briefing held today at the Sheraton Hotel in Ruwi. Under the leadership of H.E. Dr Ali Al Suneidy, the Initiative aims to identify the skills that will be most critical for raising the country’s productivity in an age of increased digitalisation, extreme automation and big data-driven artificial intelligence.
Once it had identified the priority future skills, the Initiative examined which gaps existed for the provision of such skills to Oman’s workforce. Aided by special surveys of private-sector leaders and youth groups, input from global and local experts and a thorough review of international and local research and literature, the Initiative developed a Future Skills Framework to guide action by policymakers and all relevant stakeholders.
To close the gaps detected, the Initiative is aiming for cross-sectoral collaboration, with a tightly knit web of joint projects by the government, businesses, industry and academia, in what it has labelled Public-Private Initiatives (PPIs). Many of these initiatives will be devised in an ideation roundtable to be held shortly in Muscat.
The event showcased several 4IR businesses using artificial intelligence, data analytics, virtual and augmented reality, and drones to demonstrate that the future is already here, and that the skills needed to thrive in the future are changing. The message was that, while some jobs might be lost, technology will create many more jobs over time.
The Task Force that guides the Initiative, composed of influential figures from the business, education and government communities, made a call to action directed to employers, youth and other stakeholders, to participate in the surveys and engage in this drive to a digitalised economic future.
A website that was launched during the press briefing will gather and showcase all such efforts and collect the pledges of support to make Oman’s Future Skills initiative a complete success.

مبادرة مهارات المستقبل
بناء اقتصاد عماني رقمي
تسهيل التأثير على المدى القصير للاستفادة على المدى البعيد
مسقط, 3 نوفمبر 2019.كشفت مبادرة مهارات المستقبل العمانية والتي تقدم من قبل المجلس الاعلى للتخطيط بالتعاون مع منتدى الاقتصاد العالمي عن خططها لتهيئة العمانيين لمستقبل رقمي في مؤتمر صحفي اقيم اليوم بفندق الشيراتون بروي. تحت رعاية سعادة الدكتور علي السنيدي. وتهدف المبادرة الى لمعرفة المهارات التي تحتاجها الدولة لزيادة الانتاجية في عصر التقدم التقني و الاتمتة و الذكاء الاصطناعي الذي يعمل عبر البيانات.
تحرت المبادرة بمجرد معرفة المهارات الاساسية المطلوبة عن الاحتياجات التي يخلو منها سوق العمل العماني. وذلك بمساعدة من رؤساء و مجموعات من الشباب الذين قامو بعمل استبيانات خاصة للقطاع الخاص و معلومات من خبراء عالميين و محليين و مراجعات عميقة عن الموضوع توصلت المبادرة لنموذج لمهارات المستقبل ليعمل بها صناع القرار و كل من له علاقة من الشركاء.
سعت المبادرة لاغلاق الثغرات المتكشفة عبر اتفاقية بين القطاعات وذلك من خلال شبكة متماسكة من المشاريع الحكومية و التاجرية و الصناعية والاكادمية المشتركة او ما يسمى بالشراكة بين القطاع الخاص و العام. سيتم مناقشة المقترحات في بعض الاجتماعات قريبا بمسقط.
عرضت بعض مشاريع الثورة الصناعية الرابعة التي تستخدم الذكاء الاصطناعي و تحليل البيانات و الواقع الافتراضي.
