Source text - English Universal health care is indeed the most ideal system the society can provide to the public.
There are however difficult hurdles to cross in prior to achieving this system. To date, countries implementing universal health care face various difficulties. Three fundamentals are necessary in the implementation of a universal health care system. Firstly, the government has to invest in a national public health care funding model that covers all parts of the nations, and sufficient medical resources have to be evenly distributed throughout the country. Secondly, the financing of a comprehensive health care insurance system should be redistributable throughout the nation. Thirdly, there has to be a presence of an established social credit system. The majority of the countries with distinctively better health care have systems are financed through a mix of public and private contributions and supported by an insurance scheme. In the case of Soviet Union, the implementation of a universal health care system has led to waiting periods that are unduly long. A patient may be required to wait for months before being admitted for a surgery.
Hence, what China requires now may not be a universal health care system, but an affordable and time efficient system that provides health insurance coverage nationwide.

보편적 건강보장(UHC)이란 사회가 국민에게 제공할 수 있는 가장 이상적인 제도이다. 그러나 이 제도를 이루기 전에 넘어야 할 어려운 장애물들이 있다. 현재까지 보편적 건강보장을 시행하는 국가들은 다양한 어려움에 직면하고 있는데, 해당 시스템을 구현하려면 기본적으로 세 가지 조건을 충족해야 하기 때문이다.
첫째, 정부는 전국의 모든 지역을 충당하는 공공 의료보험 자금 조성 사례에 투자해야 하며, 충분한 의료 자원이 나라 곳곳에 균등히 조달되어야 한다.
둘째, 포괄적인 의료보험 제도의 자금지원은 전국적으로 재분배가 가능해야 한다.
셋째, 확립된 사회적 신용제도가 존재해야 한다. 현저하게 더 나은 의료 서비스를 제공하는 국가는 대부분 공공 및 사적 기여를 통해 자금을 조달하며 보험 제도의 지원을 받는다. 소련은 보편적 건강보장제도 시행 탓에 대기기간이 지나치게 길어지고 있는데, 환자는 수술을 받으려면 몇 달 동안 기다려야 할 수도 있다.
따라서 지금 중국에 필요한 것은 보편적 건강보장제도가 아닌 전 국민이 저렴한 비용으로 의료보험혜택을 받을 수 있는 시간 효율적인 제도인 것이다.
