مقترح بعقد اجتماع قمة
بين رؤساء برلمانات دول الرباعي العربي واللجان البرلمانية ذات الصلة
لتعظيم التعاون الدبلوماسي البرلماني في مواجهة الدول الراعية للإرهاب
السيد الأستاذ الدكتور/ على عبد العال رئيس مجلس النواب
تحية احترام وتقدير وبعد ..
استنادًا إلى الحرب الدبلوماسية التي تمارسها الدول الرعية للإرهاب في بعض الساحات البرلمانية الغربية، للإضرار بمصالح الرباعي العربي وإحباط أي جهود وتحركات من شأنها أن تفضح ممارساتهم وتضع المجتمع الدولي أمام مسئولياته في محاسبتهم، وجب العمل على تعضيد الإمكانيات وتعظيم التعاون والتنسيق المشترك بين برلمانات دول الرباعي العربي، للتحرك من خلال أطر الدبلوماسية البرلمانية بالتوازي مع جهود الدبلوماسية الحكومية في الساحات البرلمانية ذات التأثير في السياسة الدولية والاتحادات البرلمانية الدولية والإقليمية والأوساط الحقوقية والإعلامية، لإحباط أكاذيب وادعاءات الدول الراعية للإرهاب وإجبارهم على وقف ممارساتهم قي تدمير منطقة الشرق الأوسط وقتل وتشريد الآلاف من الأبرياء، وهو ما بات يشكل خطر داهم على السلم والأمن الدوليين، ويمثل وصمة عار في جبين الإنسانية۔
وعلى ذلك
نرجو من سيادتكم الموافقة على هذا المقترح، ورعاية عقد قمة مشتركة يحتضنها مجلس النواب المصري بين رؤساء برلمانات الرباعي العربي واللجان البرلمانية ذات الصلة (العلاقات الخارجية - الشئون العربية - الدفاع والأمن القومي - حقوق الإنسان - الإعلام)، حيث تجرى المشاورات لبحث أفضل سبل للتحرك المشترك، ويتم تبادل الرؤى التشريعية حول قوانين مكافحة الإرهاب وتجفيف منابعه، بالإضافة إلى إمكانية وضع عدد من التوصيات للحكومات في إطار تدعيم الجهود المشتركة۔

Proposal for a Summit Meeting
Between Heads of Parliaments of Arab Quadripartite Countries and The Relative Parliamentary Commissions for Maximizing the Diplomatic Parliamentary Cooperation in Confronting State Sponsors of Terrorism

Greetings of Respect and Appreciation...
In accordance with the diplomatic war exercised by the state sponsors of terrorism in some of the western parliamentary arenas to damage the interest of the Arab Quadripartite and thwarts any efforts and actions that would debunk their practices and put the international community before its responsibility to hold them accountable. It became necessary to consolidate the potential and greaten the joint cooperation and coordination between the Arab Quadripartite parliaments. To act through the parliamentary diplomatic frameworks in conjunction with the governmental diplomatic efforts, in the parliamentary arenas of impact on international politics, international and local parliamentary unions, and the legal and media circles. To thwart the lies and claims of the state sponsors of terrorism and compel them to stop their practices of destroying the Middle East region, killing, and dislocating thousands of innocents. Which becomes an imminent threat to global peace and safety and represents a stain upon humanity.

Therefore, we kindly request your permission on this proposal to auspices a joint summit meeting, patronage by the Egyptian Parliament, between Heads of Parliaments of Arab Quadripartite and the relative parliamentary commissions (Foreign affairs- Arab affairs- Defense and National security- Human Rights- Media). Where consultations are to be held to discuss the best ways of joint action, and for the exchange of the legislative visions on the Counter-terrorism legislation and drain its resources. In addition to the possibility of developing a range of recommendations for governments in the light of strengthening joint efforts.
