Source text - Portuguese O estudo tem como tema central água e saneamento não coletivo, com ênfase no papel
das comunidades locais na gestão dos esgotos em Cabo Verde. A investigação pretende
demonstrar a relevância da política de saneamento não para um pequeno estado insular,
capaz de gerir o desequilíbrio entre a fragilidade do seu ecossistema e as acentuadas pressões
sociodemográficas e económicas, assegurando o seu desenvolvimento sustentável. Em termos
metodológicos, além de documentos institucionais, desenvolveu-se um intenso trabalho de
campo que integrou o levantamento dos problemas de saneamento em todas as ilhas, nas
áreas urbanas e rurais do país.
O desrespeito pelas normas legalmente gizadas, a par de falhas de articulação e
coordenação, e de deficiente envolvimento público têm contribuído para o agravamento das
situações. Para vencer a causa do saneamento é necessário o envolvimento do sector privado
e das populações. E isto passa por uma governança colaborativa que mobilize recursos e
estimule a participação, enquanto esclarece direitos e deveres. Só desta forma é possível
criar verdadeiros projetos transformativos. O sistema de gestão tem de ser adaptado à
realidade do país. E é indispensável fortalecer as instituições com conhecimentos mais
inovadores e ajustados aos desafios emergentes bem como incrementar uma cultura cívica
mais valorizadora do território.
A água é dos recursos naturais vitais para a sobrevivência da humanidade, e as reservas
hidrográficas, em quase todo o mundo. Grande parte da população dos países menos
desenvolvidos e até dos países em desenvolvimento ainda não tem acesso à água potável. O
crescimento populacional, o aumento da atividade económica e industrial, as mudanças
climáticas e o acesso da população à água, como uma das exigências do desenvolvimento
sustentável para proporcionar melhores condições de vida às pessoas, um dos desígnios dos
Objetivos do Millennium, representam desafios difíceis à humanidade. A Gestão Integrada dos
Recursos Hídricos constitui, por isso, uma evolução progressista e futurista em relação às
abordagens tradicionais e habituais dos recursos hídricos, na base de um compromisso e de
um esforço racional de todas as partes, responsavelmente interessadas na sua exploração,
quer o Estado como a população, de forma a se alcançar esse tão ambicioso desenvolvimento
sustentável harmonioso.
Este trabalho também retrata a situação atual e os recursos disponíveis em Cabo Verde,
bem como as formas encontradas para exponenciar os escassos recursos hídricos existentes e
garantir a sustentabilidade da população crescente do país. Pode dizer-se que a dependência
centenária das águas subterrâneas está a diminuir gradualmente, à medida que diminuem as
suas disponibilidades e se vai degradando a sua qualidade. Situação esta que levou a que se
tenha recorrido a novas formas de obtenção da água, caso da dessalinização da água do mar e
se tenha intensificado a captação das águas superficiais. A dessalinização é atualmente
indispensável para abastecer os grandes centros populacionais, apesar do elevado consumo
energético que lhe está associado e da manifesta insuficiência e reduzida eficiência das redes
de distribuição existentes. No entanto, o investimento em infraestrutura de abastecimento de
água em zonas rurais é uma ferramenta demográfica importante e deve ser utilizado para
evitar o êxodo rural. As construções de barragens e grandes diques foram aposta corretas
para satisfazer as necessidades agrícolas. No entanto, a experiência do passado tem
demonstrado a necessidade de construção simultânea de obras de correção fluvial e de um
conjunto significativo de pequenos diques nas bacias de captação para evitar o assoreamento
rápido das barragens.

Translation - English The study's central theme is water and non-collective sanitation, with emphasis on the role of local communities in sewage management in Cape Verde. The research aims to demonstrate the relevance of non-collective sanitation policy for a small island state, capable of managing the imbalance between the fragility of its ecosystem and the accentuated socio-demographic and economic pressures, ensuring its sustainable development. In methodological terms, in
addition to institutional documents, intensive field work was carried out, which included a survey of sanitation problems on all the islands, in urban and rural areas of the country. The disrespect for the legally established norms, along with articulation and coordination failures, and deficient public involvement have contributed to the worsening of the situations. To win the sanitation cause, it is necessary to
involve the private sector and the population. And this requires collaborative governance that mobilizes resources and stimulates participation, while clarifying rights and duties. This is the only way to create truly transformative projects. The management system must be adapted to the reality of the country. And it is essential to strengthen institutions with more innovative knowledge and adjusted to emerging challenges, as well as to increase a civic culture that gives more value to the territory. Water is one of the vital natural resources for the survival of mankind, and it reserves are found almost everywhere in the world. A large part of the population in less developed countries and even in developing countries still
does not have access to clean drinking water. Population growth, increased economic and industrial activity, climate change, and the population's access to water, as one of the requirements of sustainable development to provide better living conditions for people, one of the objective of the Millennium Goals, represent difficult challenges to humanity. The Integrated Management of Water
Resources is, therefore, a progressive and futuristic evolution in relation to the traditional and usual approaches to water resources, based on a commitment and a rational effort of all parties, responsibly interested in its exploitation, both the State and the population, in order to achieve such an ambitious and harmonious sustainable development. This work also portrays the current situation and available resources in Cape Verde, as well as the ways found to expand the scarce water resources and ensure the sustainability of the country's growing population. It can be said that
the centuries-old dependence on groundwater is gradually decreasing, as its availability decreases and its quality degrades. This situation has led to the use of new ways of obtaining water, such as the desalination of seawater and the intensification of surface water collection. Desalination is currently indispensable for supplying large population centers, despite the high energy consumption associated with it and the obvious insufficiency and low efficiency of existing distribution networks. However, investment in water supply infrastructure in rural areas is an important demographic tool and should be used to prevent rural exodus. The constructions of dams and large dikes have been the right bet to meet agricultural needs. However, past experience has shown the need for simultaneous construction of river correction works and a significant set of small dikes in catchments to avoid rapid siltation of dams.

Brief history of water condition and sanitation services
The scarcity of water resources is one of the effects of climate change that has affected the world in recent years, leading to severe drought, lowering of water tables, large-scale over-exploitation and loss of large quantities of irrigated land, with critical consequences not only on the environment, but also in the social and economic order. Cape Verde being an island country and exposed to high climatic risks has suffered directly the effects of climate change, and the most vivid example is the cyclical droughts that already goes on six (6) consecutive years, with enormous damage to the population and animals, due to the strong agro-pastoral dependence of the country.

La escasez de recursos hídricos es uno de los efectos del cambio climático que ha afectado al mundo en los últimos años, provocando graves sequías, el descenso de las capas freáticas, la sobreexplotación a gran escala y la pérdida de grandes cantidades de tierras de regadío, con consecuencias críticas no sólo en el medio ambiente, sino también en el orden social y económico. Cabo Verde, siendo un país insular y expuesto a altos riesgos climáticos, ha sufrido directamente los efectos del cambio climático, y el ejemplo más vivo son las sequías cíclicas que ya van seis (6) años consecutivos, con enormes daños para la población y los animales, debido a la fuerte dependencia agro-pastoral del país.
