2.13.3 - A CONTRATADA inspeciona e faz a manutenção dos equipamentos, que devem ser reabastecidos e/ou lubrificados, de acordo com procedimento de execução. Todos os itens dos sistemas hidráulicos e de combustível (válvulas, bombas, pistões, mangotes e outros) serão examinados regularmente e corrigidos se necessário.
2.13.4 - Medidas de mitigação e equipamentos devem estar disponíveis para utilização imediata e, assim, conter possíveis vazamentos que possam alcançar áreas sensíveis. Essas medidas ou equipamentos podem ser:
. diques, bermas e barreiras de contenção, que manterão de forma impenetrável o óleo esparramado;
. materiais de barreira e absorventes oleofilicos, em quantidades apropriadas ao volume de óleo transportado;
. recipientes e containeres descartáveis adequados para guardar e transportar materiais e solo contaminados.
2.13.5 - Todos os derramamentos serão limpos imediatamente e o resíduo armazenado adequadamente.
2.13.6 - Nos canteiros de obra, o armazenamento de combustível deve ser realizado em áreas apropriadas e isolada da rede de drenagem, através de barreiras físicas e “sump-tanks”.
2.14 - PLANO DE CONTENCAO DE VAZAMENTOS
2.14.1 - A CONTRATADA deve manter um plano contemplando a relação dos produtos passiveis de vazamentos, indicando tipo, quantidade, e o local de armazenamento, e os equipamentos de recolhimento a serem utilizados. O Plano inclui os procedimentos e medidas para a minimização dos impactos no caso de derramamento. A definição das medidas mitigadoras e dos equipamentos de recolhimento a serem utilizados pela CONTRATADA será feita de acordo com as características do local afetado, assim como os tipos e quantidades de produtos a serem recolhidos.
2.14.2 - Os equipamentos recomendados para a contenção do derramamento e limpeza nas áreas terrestres são:
a) absorventes, incluindo espumas para a contenção, limpeza e recolhimento dos líquido derramados;
b) kits derramamento/vazamento que sejam compactos e previamente embalados, com uma variedade de absorventes para grandes e pequenos derramamentos;
c) pás, retro escavadeiras e outros equipamentos para a escavação do material contaminado;

d) recipientes e sistemas coletores;
e) tambores, barris e sacos para armazenamento temporários e transporte do material contaminado.
2.14.3 - A CONTRATADA deve implementar medidas especiais para prevenir derramamento nas áreas de armazenamento e manuseio de óleos, combustíveis e lubrificantes. Os equipamentos de contenção devem estar disponíveis junto a essas áreas.
2.15 - PLANO DE PROTECAO CONTRA INCENDIO
2.15.1 - A CONTRATADA deve elaborar um Plano de proteção contra incêndio contemplando todas as situações que envolvam risco, inclusive para serviços nas proximidades de áreas florestais.
2.15.2 - A CONTRATADA deve disponibilizar quantidade suficiente de extintores adequados a classe de fogo existente nas frentes de trabalho e próximo a maquinas e equipamentos.
2.15.3 - Devem ser previstos extintores adicionais para substituir aqueles que tenham sido enviados para inspeção e recarga.
2.15.4 - Nos canteiros devem ser atendidos os requisitos de proteção contra incêndio previstos na NR-18 e NR-23.
2.16 . RELACIONAMENTO COM A COMUNIDADE
2.16.1- Comunicação de Incidentes / Acidentes
2.16.1.1 - A CONTRATADA deve estabelecer critérios para comunicações de acidentes ambientais ou incidentes com potencial de causar danos ambientais, bem como incidentes ou acidentes com trabalhadores próprios e de suas SUBCONTRATADAS ou com pessoas das comunidades ou terceiros, em decorrência das atividades da obra. A obediência a este requisito não exclui a CONTRATADA do cumprimento de outros requisitos legais exigidos.
2.16.1.2 - A CONTRATADA ao elaborar seu procedimento de comunicação deve contemplar os requisitos PG-25-AG/SMS-035 . Identificação e Tratamento de Anomalias fornecido pela XXXXX.

2.16.2 - COMUNICACAO SOCIAL
2.16.2.1 - O Plano de Comunicação Social a ser elaborado e implementado pela CONTRATADA, deve estar alinhado com o Plano da PETROBRAS e deve inicialmente identificar nas pessoas das comunidades as necessidades, carências, a existência de possíveis conflitos sociais para, na seqüência, ser implementado o programa de ação visando minimizar os impactos/riscos, transtornos e conflitos advindos da execução da obra.

Todos os planos de ação a serem implementados pela CONTRATADA, serão submetidos previamente para aprovação da XXXXX.
2.16.3 - Público-Alvo
Alem dos empregados da CONTRATADA, todas as comunidades direta e indiretamente atingidas pela obra de responsabilidade da CONTRATADA, incluindo órgãos públicos, associações de moradores, escolas, proprietários, representações religiosas.
2.16.4 - Procedimentos Utilizados
O trabalho de comunicação social da CONTRATADA, dentro das comunidades diretamente atingidas, começar com o levantamento socioeconômico e cultural, identificando os possíveis pontos críticos restritivos a implantação da obra, as lideranças comunitárias, as representações religiosas, os comerciantes e as representações políticas.
A partir do relatório do levantamento de campo, a CONTRATADA deve definir planos de ação acompanhado de cronograma de implantação, para cada situação, concernentes a SMS, integração social e visitas aos moradores, conforme a seguir:
a) Sinalizar o transito em vias publicas utilizadas durante a execução da obra;
b) Implantar sinalização institucional em vias publicas, para visualização da comunidade;
c) Melhorar as condições de trafego das vias de acesso (consultar a comunidade);
d) Elaborar e implantar um plano de sinalização da faixa de servidão, dentro da comunidade, para atender aos públicos interno e externo;
e) Identificar os pontos notáveis, que exijam procedimentos específicos, que contribuam para a minimização de impactos ambientais preexistentes ou decorrentes da obra, visando a preservação da integridade do duto e a manutenção da faixa;
f) Promover palestras em escolas, associações de moradores e igrejas, visando a conscientização de todos com relação ao meio ambiente, tendo como cenário o ambiente da obra e sobre os cuidados e o respeito a sinalização da obra;
g) Manter a disposição da comunidade, meios de comunicação direta com a obra (numero de telefone, endereço, e-mail). Os veículos utilizados na obra devem apresentar os números de telefone e endereço, assim como o material informativo, placas e faixas distribuídos nas comunidades;
h) Participar das atividades e eventos sociais da comunidade, contribuindo de forma proativa;
i) Atendimento das condicionantes das licenças ambientais, relativas à comunicação social;

2.16.5 - Recursos Humanos
2.16.5.1 - Profissional de Comunicação Social
O plano de comunicação social deve ser desenvolvido e implementado por profissional de comunicação social com dedicação exclusiva a obra, com experiência em trabalhos com grupos e comunidade, assessoria de imprensa e elaboração de material de divulgação e release. Tendo como atribuições, dentre outras:
a) Estabelecer contatos com a comunidade;
b) Ministrar e coordenar palestras para publico interno e externo;
c) Atuar junto aos órgãos públicos e privados, mídia local (radio, TV, jornal);
d) Levantar a necessidade de material de apoio e ações junto aos públicos;
e) Articular entrevistas, reportagens e visitas a obra;
f) Distribuir material informativo junto à comunidade;
g) Elaborar quinzenalmente relatório de atividades;
h) Articular-se com os profissionais de SMS.
2.16.5.2 - Inspetores Sociais
Devem ser mobilizados em numero compatível com as necessidades da obra e com o seguinte perfil:
Formação técnica de 3o grau completo em Ciências Humanas ou área afim, com experiência mínima de 1 (um) ano em acompanhamento de trabalhos ambientais como a implementação de Programas de Comunicação Social e Programas de Apoio as Comunidades, a ser treinado pela CONTRATADA, quanto aos aspectos e impactos ambientais e segurança do trabalho relacionados as suas atividades, com duração mínima de 40 (quarenta) horas.
2.16.6 . Registros
2.16.6.1 - A CONTRATADA deve registrar as atividades de comunicação desenvolvidas nas etapas de obra, em periodicidade acordadas com a PETROBRAS através de registro fotográfico/filmagens e listas de presença.
2.16.6.2 - A CONTRATADA deve registrar nos relatórios de campo todos os fatos ocorridos na obra que se relacionam as atividades de Comunicação e os relatórios devem ser encaminhados a gerencia da ENGENHARIA, semanalmente.
2.16.7 - Material de Divulgação e Informação
E obrigação da CONTRATADA a elaboração, emissão e distribuição do material de divulgação e informação

2.13.3 The CONTRACTED PARTY inspects and carries out the maintenance of the equipment that requires fuelling and/or lubrication in accordance with the appropriate procedure. All the hydraulic and fuel system components (valves, pumps, pistons, sleeves, etc.) shall be regularly examined and adjusted where necessary.
2.13.4 Mitigation measures and equipment must be available for immediate use and thus contain possible leaks that could reach sensitive areas. These measures or equipment may be:
- dykes, spill barriers and containment barriers that are impervious to oil spillage.
- sufficient barrier materials and oil absorbents relative to the quantity of oil shipped.
- disposable receptacles and containers to hold and ship polluted materials and soil.
2.13.5 All spillages shall be cleaned immediately and the residue suitably stored.
2.13.6 At the building sites, the storage of fuel must be made in suitable areas away from the drainage system by means of physical barriers or sump tanks.
2.14 LEAKAGE CONTAINMENT PLAN
2.14.1 The CONTRACTED PARTY must draw up a plan that takes into consideration those products susceptible to leakage, giving the type, quantity and storage area and the collection equipment to be used. The Plan includes the procedures and measures for the minimisation of the impact in the event of leakage. The definition of the mitigating measures and collection equipment to be used by the CONTRACTING PARTY shall be made in accordance with the characteristics of the affected position as well as the kinds and quantities of products to be collected.
2.14.2 The items of equipment recommended for the containment of spillage and the cleaning of the land areas are:
a) absorbents, including foam for the containment, cleaning and collection of spilled liquids,
b) spillage/leakage kits that are compact or previously packed with an assortment of absorbents for large and small spills,
c) shovels, backhoes and other equipment for the excavation of contaminated material,.

d) receptacles and collection systems,
e) drums, barrels and sacks for temporary storage and shipment of contaminated material.
2.14.3 The CONTRACTED PARTY must put measures into place to prevent spillage in the oil, fuel and lubricant storage and handling areas. The containment equipment must be located next to these areas.
2.15 FIRE PROTECTION PLAN
2.15.1 The CONTRACTED PARTY must draw up a Plan for fire protection taking into consideration all the potential risk situations including services close to forested areas.
2.15.2 The CONTRACTED PARTY must have enough fire extinguishers available suitable for the kinds of fire likely to occur at the work fronts and located near the machinery and equipment.
2.15.3 Additional extinguishers must be provided to replace those that have been sent for inspection or refilling.
2.15.4 The fire protection rules laid down by NR-18 and NR-23 must be adhered to at the building sites.
2.16 COMMUNITY RELATIONS
2.16.1 Communication of Incidents/Accidents
2.16.1.1 The CONTRACTED PARTY must set up criteria for the communication of environmental accidents or incidents with the potential to cause damage to the environment, as well as incidents or accidents involving their personnel, those of the Subcontractors or of the communities or third parties arising from the building activities. Compliance with this requirement does not exempt the CONTRACTED PARTY from compliance with other legal requirements.
2.16.1.2 When preparing the communication procedures, the CONTRACTED PARTY must take into account the provisions of PG-25-AG/SMS-035 - Identification and Treatment of Anomalies, supplied by XXXXX.
2.16.2 SOCIAL COMMUNICATION
2.16.2.1 The Social Communication Plan to be prepared and put into place by the CONTRACTED PARTY must be in line with the XXXXX Plan and initially must define the needs, deficiencies and the existence of possible social conflicts within the people of the communities so that a programme of action be set up with a view to minimising the impacts/risks, inconveniences and conflicts arising from carrying out the works.

All the plans of action to be set up by the CONTRACTED PARTY shall be previously submitted for approval by XXXXX.
2.16.3 Target Public
Besides the employees of the CONTRACTED PARTY, all the communities directly or indirectly affected by the works under the responsibility of the CONTRACTED PARTY, including public organisations, residents’ associations, schools, home and business owners and religious groups.
2.16.4 Procedures Used
The social communication task of the CONTRACTED PARTY within the communities directly affected shall begin with a social-economic and cultural survey in order to identify potential critical points limited to the implementation of the works, the community and religious leaders, trades people and political organisations.
From the field survey, the CONTRACTED PARTY must define the plans of action in line with the works timetable for each situation related to the SMS, social integration and visits to the residents in accordance with the following:
a) Traffic signs on the roads during the works,
b) Set up institutional signs for the public to see what is going on,
c) Improve the traffic conditions on the access roads (consult the community),
d) Prepare and set up a signposting system of rights of way within the community to serve the personnel and the general public,
e) Identify key points that require specific procedures and contribute to lessening the pre-existing environmental impacts or those arising from the works with a view to protecting the integrity of the pipeline and the maintenance of the area,
f) Hold public meetings in schools, residents’ associations and churches with a view to making everyone aware of environmental factors taking the works as an example and telling them about the environmental care being taken and the need to respect the signposting of the works,
g) Keep direct means of communication available to the community (telephone number, postal and email address). The vehicles used for the works must display the telephone numbers and the address and informative material and signs and tapes distributed in the communities,
h) Take part in community social activities and events, actively contributing thereto,
i) Compliance with the environmental licences with regard to social communication.

2.16.5 Human Resources
2.16.5.1 Social Communication Expert
The social communication plan must be prepared and implemented by an expert in social communication and exclusively dedicated to the task and with experience in community work, press relations and the preparation of press releases. The duties, among others, are as follows:
a) Set up contacts with the community,
b) Organise personnel and public meetings,
c) Work in conjunction with public and private organisations and the local media (radio, TV, newspapers),
d) Raise the need for support material and action together with the personnel and the general public,
e) Arrange interviews, reports and visits to the works,
f) Distribute informative material to the community,
g) Prepare fortnightly activity reports,
h) Discuss matters with the SMS experts.
2.16.5.2 Social Inspectors
A number compatible with the requirements of the works must be mobilised who have the following qualifications: They must have completed a 3rd grade technical education in Human Sciences or similar with a minimum experience of 1 (one) year of environmental work such as the setting up of Social Communications and Community Support Plans. They will be trained by the CONTRACTED PARTY with regards to the environmental aspects and impacts and occupational safety related to their activities for a minimum of 40 (forty) hours.
2.16.6 Records
2.16.6.1 The CONTRACTED PARTY must record the communication activities undertaken during the various stages of the works on a regular basis as agreed with XXXXX by means of photographic records/films and attendance lists.
2.16.6.2 The CONTRACTED PARTY must record all the events occurring at the works related to Communication activities and the reports must be sent to the ENGINEERING management on a weekly basis.
2.16.7 Diffusion and Information Material
The CONTRACTED PARTY is obliged to prepare, issue and distribute diffusion and information material:
