Source text - Arabic إن الواجب الرئيسي الأول لرجال مكافحة المخدرات بصفتهم رجال امن عام يقتضي بحماية أرواح المواطنين والمقيمين على الأرض الاردنيه ، وباعتبار أن الإنسان أغلى ما نملك في الأردن فان العقاب لم يعد الأسلوب الأنجع للمحافظة على أرواح المتعاطين , وتمشياً مع نصوص مواد قانون المخدرات والمؤثرات العقلية رقم (11) لعام 1988م والذي أعفى المدمن من العقوبة إذا ما أعترف بنفسه وطلب العلاج , فقد تم إنشاء مركز خاص لعلاج المدمنين , وعدم الاكتفاء بما كان يتم في السابق من حيث علاجهم لدى المركز الوطني للطب النفسي في الفحيص , نظراً لاقتران هذا المركز بفكرة الجنون في مجتمعنا الأمر الذي يؤدي إلى أحجام المدمنين عن الأقدام عليه .
Translation - English The major duty of the narcotics control officers is to safeguard the life and the safety of Jordanian citizens and residents. Man is the most valuable asset in Jordan, therefore penalty is not the most successful method in protecting the lives of drug users. The provisions of article (11) for the year 1988 exempted the addict from penalty if he admitted his addiction and sought treatment. A specialized center for addiction treatment was established, in stead of treating the addicts in The National Center For Psychiatry in Fuhais. Because this center is associated with insanity in our society , the thing that discouraged the addicts from resorting to it.
