Que, la defensa de la persona humana y el respeto de su dignidad son el fin supreme de la sociedad del Estado Peruano y que la comunidad y el Estado protegen especialmente al niño y al adolescente en situación de abandono y reconoce a la familia y promueve el matrimonio como instituciones naturales y fundamentals de la sociedad, tal como lo establecen los artículos 1º y 4º de la Constitución Política del Perú.
Que, la adopción es un instrumento jurídico orientado a restituir núcleos familiares uniendo a menores de edad en situación de abandono con padres adoptivos para conformar o restituir o ampliar el núcleo familiar;
Que, la Secretaría Nacional de Adopciones, en adelante denominada SECRETARÍA, es la Autoridad Central del Perú en materia de adopciones y está encargada de proponer la política y normatividad en dicha materia, así como la ejecución y control de los programas de adopciones, actualmente representada por el Doctor César Octavio Díaz Palao, Secretario Nacional de Adopciones;
Que, mediante Resolución Ministerial Nº 655-2005-MIMDES, de fecha 30 de setiembre del 2005, se delegó en el Secretario Nacional de Adopciones la facultad de celebrar convenios con organismos internacionales a fin de promover y viabilizar la cooperación en las adopciones de niños y niñas mayores de 5 años de edad, grupos de hermanos y niños, niñas o adolescentes con problemas de salud, discapacidad física y/o mental, que corresponden a casos contemplados en el artículo 21º del Reglamento de la Ley de Procedimiento Administrativo de Adopción de menores de edad declarados judicialmente en abandono, que son promovidos en adopción a través de campañas de sensibilización;
Que, OPEN DOOR AGENCY INC., en adelante denominada la CONTRATANTE, debidamente representada por KARINA BRENDA AGUILAR BARTENS, según poder oportunamente presentado ante la SECRETARÍA, ha solicitado la celebración de un convenio y cumplido con presentar toda la documentación requerida por el Ministerio de la Mujer y Desarrollo Social – MIMDES, conforme a los requisitos establecidos por la legislación peruana vigente para la suscripción de convenios en materia de Adopción Internacional, siendo un organismo acreditado sin fines de lucro, con licencia ortorgada por el Departamento de Recursos Humanos del Estado de Georgia, EE.UU, debidamente acreditada y autorizada para la Colocación de niños, para preparar estudios de familia y brindar servicios de supervisión post-adoptivos, incluyendo la autorización para dedicarse a las actividades relacionadas con la adopción de niños en el ámbito internacional y para representar a las familias en adopciones internacionales y nacionales en todos los Estados Unidos de Norteamérica;

That the defense of and respect for the human being are the highest goal of the society of the Peruvian nation and that the community and the Peruvian government protect especially the child and adolescent in a state of abandonment and recognizes the family and promotes marriage as an institution natural and fundamental to society, as is established in articles 1 and 4 of the Political Constitution of Peru;
That adoption is a legal instrument for the purposes of restoring nuclear families, uniting minor children in a state of abandonment with adoptive parents in order to act in accord with, restore or enlarge the nuclear family;
That the National Adoption Department, heretofore named DEPARTMENT, is the Central Authority in Peru on matters of adoption and is in charge of proposing the policy and standards of adoption, such as the execution and oversight of adoption programs, currently represented by Doctor César Octavio Díaz Palao, National Secretary of Adoptions;

From 1987 to 1999, I worked on language learning and translation of Scripture for a remote tribal group (the Ixil people of Chajul) in northern Guatemala. During that time, I also completed several publications of Scripture and health-related booklets. I also contributed toward the completion and publication of a 3,000 word Ixil-Spanish, Spanish-Ixil dictionary and grammar.
Since February, 2006 I have been working part-time as a freelance translator of mostly adoption-related documents (adoption and abandonment decrees, medical, nutritional and psychological evaluations, etc.) from Spanish into English. I have also translated a few informational items for tourists from English to Spanish.
I am open to translating other types of material as well.

About my rates: It really depends on the material to be translated. Six cents / word minimum for Spanish to English, non-technical material and 8 cents / word minimum for for Spanish to English, technical material. For English to Spanish: six cents / word for non-technical and 10 cents / word for technical material.
