The following language conventions are used in the interpretation of these statutes: • “Congress” means ”congress”, “general assembly”, “delegates’ meeting” or any other designation, to be selected by the Association. • “Executive Committee” means “executive committee”, “executive office”, “federal office”, or any other designation, to be selected by the Association. • “League” means “league”, “regional association” or any other section or subdivision subordinate to the Association, to be selected by the latter. DEFINITIONS The terms given below denote the following: FIFA: Fédération Internationale de Football Association. Association: a football Association recognized by and a Member of FIFA. PFA: Palestine Football Association. League: an organization subordinate to an Association. Regional Association: an organization subordinate to an Association. Confederation: a group of Associations recognized by FIFA and belonging to the same continent (or similar geographic area). Club: Member of a football Association (that is itself a Member of FIFA). Officials: all board members, committee members, coaches, referees and attendants as well as other people responsible for technical, medical and administrative matters at FIFA, a Confederation, Association, League or Club. Player: a football player registered with an Association. General Assembly/Congress (GA): the supreme body of PFA. Executive Committee: the executive body of PFA. Member: a legal or natural person that has been admitted into membership of PFA by the Congress. Association Football: the game controlled by FIFA and organized in accordance with the Laws of the Game. IFAB: the International Football Association Board. Ordinary Courts: state courts which hear public and private legal disputes. Arbitration Tribunal: private court of justice acting instead of an Ordinary Court. CAS (TAS): Court of Arbitration for Sport (Tribunal Arbitral du Sport) in Lausanne (Switzerland). I. GENERAL PROVISIONS Article 1 Name, headquarters, legal form 1. Palestine Football Association (PFA) is a private sport entity of an associative nature that has a legal body of public utility. The PFA main objective is to promote, improve and coordinate all affairs of soccer game sport among its members. 2. The Palestinian Football Association (PFA) was established in 1928. The PFA permanent headquarters are located in Jerusalem and are temporarily running from Gaza city. 3. PFA is a Member of FIFA and of AFC. 4. The flag of PFA is composed of four colors: red, green, white and black. 5. The abbreviation of Palestine Football association is PFA. 6. The flag, emblem, logo and abbreviation are legally registered with the Ministry of Youth and Sport and the Ministry of Interior Affairs. 7. The federation may establish branches inside the Palestinian governorates or in the Diaspora. The president of the branch in the Diaspora is considered a member council on behalf of the region. Article 2 Objectives The objectives of PFA are: a) To improve the game of football constantly and promote, regulate and control it throughout the territory of PFA in the light of fair play and its unifying, educational, cultural and humanitarian values, particularly through youth and development programs; b) To organize competitions in Association Football in all its forms at a national level, by defining precisely, as required, the areas of authority conceded to the various Leagues of which it is composed; c) To draw up regulations and provisions and ensure their enforcement; d) To protect the interests of its Members; e) To respect and prevent any infringement of the statutes, regulations, directives and decisions of FIFA, of AFC and PFA as well as the Laws of the Game and to ensure that these are also respected by its Members; f) To prevent all methods or practices that might jeopardize the integrity of matches or competitions or give rise to abuse of football; g) To control and supervise all friendly football matches of all forms played throughout the territory of PFA; h) To manage international sporting relations connected with Association Football in all its forms; i) To host competitions at international and other levels; Article 3 Neutrality and non-discrimination 1. PFA is neutral in matters of politics and religion. 2. Discrimination of any kind against a country, private person or group of people on account of ethnic origin, gender, language, religion, politics or any other reason is strictly prohibited and punishable by suspension or expulsion Article 4 Promoting friendly relations 1. PFA shall promote friendly relations between its Members, Clubs, Officials and Players and in society for humanitarian objectives. 2. Every person and organization involved in the game of football is obliged to observe the Statutes, regulations and the principles of fair play as well as the principles of loyalty, integrity and sportsmanship. 3. PFA shall provide the necessary institutional means to resolve any internal dispute that may arise between Members, Clubs, Officials and Players of PFA. Article 5 Players 1. The status of Players and the provisions for their transfer shall be regulated by the Executive Committee of PFA in accordance with the current FIFA Regulations for the Status and Transfer of Players. 2. Players shall be registered in accordance with the regulations of PFA. Article 6 Laws of the Game PFA and each of its Members play Association Football in compliance with the Laws of the Game issued by IFAB. Only IFAB may lay down and alter the Laws of the Game. Article 7 Conduct of bodies and Officials The bodies and Officials of PFA must observe the Statutes, regulations, directives, decisions and the Code of Ethics of FIFA, of AFC and of PFA in their activities. Article 8 Official languages 1. The official languages of PFA shall be Arabic and English. Official documents and texts shall be written in this/these language(s). In the event of any divergence between the interpretations of texts in different languages, the text written in Arabic shall be regarded as authoritative. 2. The official languages at the Congress shall be Arabic. II. MEMBERSHIP Article 9 PFA Members The PFA is composed of the member clubs that aim at developing and promoting the sport activity and actually practice football and comply with all the legal procedures applicable to their establishment. At all cases the sport club may not take part in the activity with out payment of the annual membership fees. Article 10 Wining the Membership The member club that needs to be a member in the PFA sends its application to the General Secretary of the PFA with the Following documents enclosed: 1. Location of the headquarters showing : a) The address, the postal address, telephone and fax number email address. b) Club activities. c) Board members names. d) Copy of the bylaws and its registration credentials. e) A copy of its legally valid statutes and regulations. f) A declaration that it will always comply with the statutes, regulations and decisions of PFA and AFC and ensure that these are also respected by its own members, clubs, officials and players. g) A declaration that it will comply with the rules of the Game in Force. h) A declaration that it recognizes the Court of Arbitration for Sport (CAS) in Lausanne, as specified in these statutes. i) A declaration to the effect that the legal composition of the applicant guarantees that it can make decisions independently of any extreme entity. Article 11 Membership Ratification The General Assembly is the sole responsible body entitled to admit (also suspend) member into full membership. The application will not be considered accepted unless the council of board of directors declare otherwise and illustrate the reasons. The member club has the right to appeal within thirty days after the refusal declaration. The national federation has to consider the appeal and notifies the member club of its final decision within a month from filing the appeal. Article 12 Members Rights a) To take part in the congress of PFA, to know its agenda in advance, to be called to the Congress with in the specified time and to exercise their voting rights. b) To draw up proposals for inclusion in to the agenda of the Congress c) To nominate candidates for all bodies of PFA to be elected. d) To be informed of the affairs of the PFA through the official bodies of the PFA. e) To take part in the competitions and/ or other sports activities organized by the PFA. Article 13 Members Obligations The Members of PFA have the following obligations: j) To comply fully with the statutes, regulations, directives and decisions od FIFA, and PFA at all times and to ensure that these are also respected by its members. k) To ensure the elections of its decision-making bodies. l) To take part in competitions and other sport activities organized by PFA. m) To pay their membership subscriptions. n) To the respect the laws of the Game as laid down by IFAB and to ensure that these are also respected by its members through a statutory provision. o) To adapt a statutory clause specifying that any dispute requiring arbitration involving itself or one of its members and relating to the Statutes, regulations, directives and decisions of FIFA, AFC, PFA or the League(s) shall come solely under the jurisdiction of the appropriate Arbitration Tribunal of FIFA, AFC or PFA and that any recourse to Ordinary Courts is prohibited. p) To comply fully with all other duties arising from Statutes and other regulations of FIFA, AFC and PFA. Clubs, leagues, Regional Associations or any other groups of clubs affiliated to PFA shall be subordinate to and recognized by PFA. These Statutes define the scope of authority and the rights and duties of these clubs and groups. Their statutes and regulations must be approved by the Executive Committee of the PFA. In any case, no natural or legal person (including holding companies and subsidiaries) shall exercise control over more than one club or group whenever the integrity of any match or competition could be jeopardized. Article 14 Admission, suspension and expulsion a) The Congress shall decide whether to admit, suspend or expel a Member. b) Admission may be granted if the applicant fulfils the requirements of PFA. c) Membership is terminated by resignation or expulsion. Loss of membership does not relieve the Member from its financial obligations towards PFA or other Members of PFA, but leads to cancellation of all rights in relation to PFA. Article 15 Admission 1. The Members of PFA are: a) Clubs; b) Regional Associations; c) Leagues; d) Player groups; e) referees’ groups; f) coaches’ groups; 2. Any legal or natural person wishing to become a Member of PFA shall apply in writing to the general secretariat of PFA. 3. The application must be accompanied by the mandatory items mentioned in article 10 above. Article 16 Suspension The membership is terminated in the following conditions: Death Resignation In case of not attending three consecutive council of board of directors or six in intermittent meetings in one year unless he is in a mission out side the country. If convicted by a felony and poisoned. Article 17 Dropping of Membership The membership is dropped in the following conditions: If convicted by a disciplinary rule of law for honor and dignity reasons. If the member committed actions that touches the dignity of the PFA or the other member clubs and brings disgrace to it which leads to his disqualification. The dropping of membership procedures are arranged up on a request of any of the following: Two third of council of board of directors members. A quarter of GA member clubs. At all cases the dropping of the membership requires the votes of two thirds of the extraordinary GA. Article 18 Resignations 1. A Member may resign from PFA with effect from the end of his first year of his membership. Notice of resignation must reach the general secretariat no later than three months before the end of the calendar year. 2. The resignation is not valid until the Member wishing to resign has fulfilled his/her financial obligations towards PFA and the other Members of PFA. III. ORGANISATION Article 19 Bodies (of the Association) 1. The Congress is the supreme and legislative body. 2. The Executive Committee is the executive body. 3. Standing and ad-hoc committees shall advise and assist the Executive Committee in fulfilling its duties. Their duties, composition and function are defined in these Statutes and/or special regulations drawn up by the Executive Committee. 4. The general secretariat is the administrative body. 5. The judicial bodies are the Disciplinary Committee and the Appeal Committee. 6. The bodies of PFA shall be either elected or appointed by PFA itself without any external influence and in accordance with the procedures described in these Statutes. Article 20 Definition and composition of the General Assembly 1. The Congress is the meeting at which all of the Members of PFA regularly convene. It represents the supreme and legislative authority of PFA. Only a Congress that is regularly convened has the authority to make decisions. 2. A Congress may be an Ordinary or Extraordinary Congress. 3. The President shall conduct the Congress business in compliance with the standing orders of the Congress. 4. The Congress may appoint observers who take part in the Congress without the right to debate or to vote. 5. The honorary presidents or honorary members may take part in the Congress. They may join the debates but are not entitled to vote. Article 21 Delegates and votes 1. The Congress is composed of all club members’ delegates. Each Club is allowed to be represented by one delegate 2. Delegates must belong to the Member that they represent and be appointed or elected by the appropriate body of that Member. They must also be able to produce evidence of this upon request. 3. Each delegate shall have one vote in the Congress. Only the delegates present are entitled to vote. Voting by proxy is not permitted. 4. The Executive Committee and the General Secretary shall take part in the Congress without voting rights. During their terms of office, members of the Executive Committee may not be appointed as delegates for their association. Article 22 Areas of authority The Congress has the following authority: 1. Adopting or amending the Statutes, regulations governing the application of the Statutes and the standing orders of the Congress; 2. Approving the last meeting minutes. 3. Considering the council of board of directors’ report on the previous year, the activities program, and the work plan for the New Year and auditors report. 4. Electing the President and the vice-presidents and members of Executive Committee, 5. Approving of the budget and the final financial report for the previous year and the balance of the coming year. 6. Electing the council of board of directors or fill in the vacant positions. 7. Appointing an auditor and appropriate his/her remuneration. 8. Reviewing the presented recommendations providing that they were applied to the PFA secretariat one month before the GA. 9. Fixing the membership subscriptions; 10. Admitting, suspending or expelling a Member; 11. Revoking the mandate of one or a number of members of a body of PFA; 12. Dissolving PFA; 13. Passing decisions at the request of a Member in accordance with these Statutes; 14. Any other issues on the agenda. Article 23 Quorum of the General Assembly 1. The GA decisions are considered valid by the absolute majority of the votes of attendees. If there is a tie, the offered subject will be ignored. 2. Unless otherwise stipulated in the Statutes, a simple majority of the Members entitled to vote is sufficient for a vote to be valid. The number of valid votes counted shall decide the majority. Spoiled or blank voting slips or any other forms of abstentions are disregarded in calculating the majority. Article 24 Elections 1. The vote at the GA is open unlike the vote at the elections that will be secret ballot. The representatives of the member clubs may not delegate other persons to attend the GA and vote on behalf of them. The member club representative must specify in the election form the required number of candidates for the council of board of directors. The election form is incomplete if it shows any change or scratch in the data or names or if it carries any mark or sign about the representative and will be considered invalid. 2. The election and count of votes committee is decided up on by the council of board of director. It is allowed, up on a request of the council of board of directors or the relevant administrative side to a point some Jurisdiction members to supervise the elections, count the vote and declare the results. The council of board of directors is required to form a neutral committee from the qualified sport and legal people to supervise the elections and the count of votes. 3. In the case of the election for the council of board of directors’ positions, the candidate who gets the highest votes will win. In case of a tie between two or more members, a new draw of lots is done by the head of elections committee. If the number of candidates is equal to the required number positions the candidates will be consider uncontested. 4. The GA may not discuss subjects that are not on agenda. 5. If the GA does not convene at the due time due to an exceptional condition, the council members council has to appoint another time with in thirty days and notify the members with the new date before two weeks of the time of convening providing that the agenda of the and the names of the candidates for the council of board of directors position may not change. 6. If the GA practically convened but stopped, before finishing up with all the points on the agenda, due to an exceptional condition, the meeting will be considered convened and will be postponed to a later date specified by the GA or the council of board of directors. The resolutions that were taken before the postponement will be considered correct and valid. 7. Taking into consideration the rules that require special majority, the resolutions of the GA will not be considered valid unless one quarter of the members who started the meeting are only remaining. 8. If there is a conflict of interest, a GA member may not take part or vote in the GA meetings especially if the matter is about a contract or file of complaint or a dispute between him from one side and the national federation from the other side. The member may not attend at all cases whenever there is a personal interest unless there is an election for board members. Article 25 Ordinary General Assembly 1. The GA holds an ordinary meeting every year at a time specified by the council of the board of directors with in the three months that follow the end of the fiscal year. 2. The invites are sent to attend the meeting at least a month before the due date specifying the time, the date, the place and the agenda. 3. If the agenda includes an election of the office bearers, the invites are sent and published forty five days before the meeting and must state this fact and demand the member clubs to send their nomination with in one week from the time of sending the invites. 4. At all case the invites are sent fifteen days before the G A attached with the following documents: a. The agenda b. Reports of council of board of directors, auditor and the New Year work plan. c. The Budget and the final balance on the extinguished fiscal year. d. The budget of the coming fiscal year. e. The present recommendations providing that they were sent to PFA secretariat with in the legal specified date. f. A final copy for the nominees to the council of board of directors and the auditor positions. g. A directory of addresses of all the member clubs that have the right to attend the GA. h. Any other issues on the agenda. i. The agenda and the attachments must be sent to the POC and the MoYS who are empowered to send representatives to observe the GA and its meeting events. Article 26 Ordinary General Assembly Agenda 1. The General Secretary shall draw up the agenda based on proposals from the Executive Committee and the Members. Any proposal that a Member wishes to submit to the Congress shall be sent to the general secretariat in writing, at least one month before the date of the Congress. 2. The Congress agenda shall include the following mandatory items: a) A declaration that the Congress has been convened and composed in compliance with the Statutes of PFA; b) Approval of the agenda; c) An address by the President; d) Appointment of Members to check the minutes; e) Appointment of scrutinizers; f) Suspension or expulsion of Members g) Approval of the minutes of the preceding Congress; h) President’s activity report (containing the activities since the last Congress); i) Presentation of the consolidated and revised balance sheet and the profit and loss statement; j) Approval of the financial statements; k) Approval of the budget; l) Admission for membership; m) Discussion of proposals submitted by the Members and the Executive Committee; n) Appointment of independent auditors upon the proposal of the Executive Committee; o) Dismissal of a person or a body; p) Election of the President, vice-presidents and members of the Executive Committee; q) Any further items proposed by the Members or the Executive Committee of PFA. 3. The agenda of an Ordinary Congress may be altered, provided two thirds of the Members present at the Congress and eligible to vote agree to such a motion. 4. The Congress shall not make a decision on any point not included in the agenda. Article 27 Extraordinary General Assembly 1. It is permitted to call the GA for on extraordinary meeting on a request by a call from a quarter of the members who have the right to take part. 2. The request shall specify the items for the agenda. An Extraordinary Congress shall be held within three months of receipt of the request. If an Extraordinary Congress is not convened, the Members who requested it may convene the Congress themselves. As a last resort, the Members may request assistance from FIFA. 3. The extraordinary GA is authorized to: a) Dismiss the membership of all or some of the council of board of directors by a majority of two thirds of the attending GA members and select a new board in the first case of waiving the membership or fill the vacant seats in second case. b) Deactivate one or more board members council decisions. c) Modify the PFA statutes. d) Any other items of extreme importance on the agenda. 4. All procedures that are applied on the ordinary GA will be applied on the extraordinary GA. 5. T GA meeting is presided by the president of federation or by the longest serving vice-president, if the latter is absent. If the president and vice presidents are all absent, the GA elects from among them a member to preside the meeting. The general secretary will execute the secretarial works and in case of his absence he will be replaced by the executive secretary and if the latter is absent too, the GA elects one from among its members. 6. It is mandatory that a copy of the meeting minutes be sent to the POC and the MoYS with in fifteen days of the meeting at the latest. The original copy of the minutes must be signed by the president of the meeting and the general secretary in addition to the signatures of the president and the members of the elections and count of votes committees in case when election is held. 7. The member bodies may not miss the PFA General Assembly. Article 28 Formation of Board Council 1. The PFA is directed by a council of board of directors composed of sixteen members; nine members from the northern governorates and another seven form the southern governorates. The positions are distributed among them as follows: • President • Vice president • General Secretary • Deputy General Secretary • Treasure • Deputy treasurer • Presidents of committees and their deputies. 2. They will be elected by the GA by a way of direct secrete ballot. 3. It is acceptable to appoint three qualified members upon agreement among the council of board of directors, the POC and the MoYS: two in the northern governorates and one in the southern governorates. 4. The council of board of directors undertakes all the PFA affairs. All council of board of directors is responsible for all the works of PFA in accordance with the bylaw and the regulations that administrate it. 5. Every member of the board of directors is responsible for the damaging decisions s/he takes to the PFA interests or monies. 6. The General Secretary shall be appointed by the Executive Body on proposal of the PFA President with out being a full member with voting rights. He shall serve for the Association on the basis of a private law contract. 7. It is allowed to appoint an executive director for a period that doesn’t exceed the council of board of directors term and at all cases ends at the same time with the council of board of directors’ term. Article 29 Functions of the Council of Board of Directors The council of board of directors’ duties is: 1. To run the affairs of the game from the technical, administrative and financial sides and work on promoting it in with in the border of the general policy of the nation. 2. To organize competitions and matches in accordance with the basis and principles that are prepared for this purpose. 3. Supervise the matches held by the member sport clubs either at the local or national levels with foreign terms. 4. Allow member clubs to play with foreign teams either inside or outside of Palestine. 5. Organize the hobby and the professional affairs with in the limits set by the FIFA and the limits of the public interest. 6. Decide on the membership applications in accordance with the regulations of the statutes. 7. Coordinate the efforts of all bodies who care about the game affairs and establish the basis that guarantee the cooperation of member clubs to spread the PFA vision, promote and improve the game. 8. Select the head of delegations for outside missions. 9. Settle all disputes presented to it in accordance with the governing laws prepared for this purpose. 10. Present guidance and recommendations for the member club and settle all arising disputes or conflicts. 11. Endorse the contracts and agreements related to the PFA. 12. Lay the bylaws and the basis that govern the PFA work technically, financially and administratively. 13. Lay the basics and principles that govern the transfer of players among the local clubs or among the local clubs and the outside clubs. 14. Detect the conditions that should be applied on the board council candidates. 15. Name the banks that will host the PFA account. 16. Prepare the annual budget of the PFA. 17. Call on the ordinary or extraordinary AG for a meeting and implement its resolutions. 18. Form whatever subcommittees appropriate either from inside the board council or from outside it to organize its works. 19. Approve the executive committee resolutions. 20. Appoint the technical and other staff to work in the federation. 21. Appoint the technical and administrate bodies and sign contracts with them. 22. Set plans to prepare the national teams, govern and improve the competitions, prepare the technical cadres, specify the required equipment and facilities to improve the level of the game to be able to compete at the international, Olympic and world arenas. Article 30 Nomination Conditions, Term of the Board Council and Filling the Vacant Positions The council board member nominee presents an application to the general secretary attaching a complete data form and must be able to fulfill the following conditions: 1. Be a Palestinian or has a Palestinian origins. 2. Be of a good reputation and has not been not convicted by an act of felony that confines his freedom. 3. Has not been suspended or dismissed by a decision of the GA or the board of members of any international federation unless two years passed since the end of suspension or annulling of the dismissing. 4. Has not lost his membership or resigned from the board council membership after the proven breach stated in the bylaws before showing his case before the extraordinary GA unless four years passed since the loss of his membership or resignation. 5. He is not less than thirty years old at the time of the application. 6. He is at least holder of general secondary school. 7. Practiced the game or is interested in it. 8. It is not permitted to combine between the memberships of two sport federations. The members of council are not allowed to run the affairs of the game in the member clubs or work for free or not free in any sport body. 9. The term of the board council is four years. A new board council is elected in the first GA after the Olympic Games either the Games are held or not, Whether Palestine took part in it or not. 10. The council of board of directors holds an ordinary meeting every month at least. The invites are sent to attend the meeting by the general secretary. The invites show the time and date of the meeting attached with the agenda and the relevant documents. 11. The board council may hold an extraordinary meeting up on an invitation from the president or at least one quarter of members. The meeting will be considered valid if attended by the absolute majority of members. If there is no quorum, the meeting will be postponed to a later date within one week from the first meeting. The second meeting will be considered valid if attended by at least one third of the members providing that this information is mentioned in the invite. Resolutions are taken by the absolute majority of the attending members. If there is a tie, the president has the casting vote. At all cases no resolution is taken with less than the votes of a quarter of the attending members. 12. If any position at the council of board of directors becomes vacant by a way of resignation or death or a reason that prevents the continuation of the member, the council of board of directors appoints one from among its members to undertake the duties of the member who left his position until the date of the first coming GA meeting. At the meeting the GA will fill the vacant seat or seats from among the sport clubs nominees. 13. If the number of vacant seats is more than two, the council of board of directors may call the GA for an extraordinary meeting to fill the vacant seat with in a month of the vacancy date. The same procedures of filling the vacant positions will be followed. Article 31 Composition of the Executive Committee 1. The Executive Committee consists of 7 members: a. President b. Vice president c. General secretary d. Deputy general secretary e. Treasurer f. Two members elected from among the board council. 2. The mandate of the President, vice-presidents and members of the Executive Committee is for four years. They may be re-elected. 3. The executive director attends the meetings with no voting rights and in absence his deputy will act on behalf of him. The meetings of the executive committee will not be valid unless attended by four members including the president or the vice president. 4. The resolutions are taken by the absolute majority of the attending members providing that they are not less than three votes. If there is a tie the president has the casting vote. It is imperative that the recommendations are presented before the board council in its first meeting. 5. A member of the Executive Committee may not at the same time be a member of a judicial body of PFA. 6. If a position should become vacant, the Executive Committee shall fill that position until the next Ordinary General Assembly, when a replacement will be elected for the remaining term of mandate. Article 32 Powers of the Executive Committee The functions of the Executive Committee: 1- Assess and prepare the subjects before presenting them before the council of board of directors. 2- Supervise the implementation of the board council resolutions. 3- Assess the urgent matters and present whatever recommendations they see appropriate to handle them. The committee is not allowed to implement the resolutions that require a budget not with in the limits that are in harmony with the financial bylaw. 4- Shall pass decisions on all cases that do not come within the sphere of responsibility of the General Assembly; 5- Shall prepare and convene the Ordinary and Extraordinary General Assembly PFA; 6- Shall appoint the chairmen, deputy chairmen and members of the standing committees; 7- Shall appoint the chairmen, deputy chairmen and members of the judicial bodies; 8- May decide to set up ad-hoc committees if necessary at any time; 9- Shall compile the regulations for the organization of standing committees and ad-hoc committees; 10- Shall appoint or dismiss the General Secretary on the proposal of the President. 11- Shall propose the independent auditors to the Congress; 12- Shall decide the place and dates of and the number of teams participating in the competitions of PFA; 13- Shall appoint the coaches for the national teams and other technical staff; 14- Shall approve regulations stipulating how PFA shall be organized internally; Article 33 President, Vice President, General Secretary, Treasurer 1. The President represents PFA legally. 2. He is primarily responsible for: q) Implementing the decisions passed by the Congress and the Executive Committee through the general secretariat; r) Represents the federation before the courts and the relevant authorities. s) Signs all the contracts and agreements relevant to the federation after approving them by the council of board of directors. t) Signs with the treasurer on the checks. u) Relations between PFA and its Members, FIFA, AFC, political bodies and other organizations. v) Signs the official correspondence of special matters decided by the council of board of directors. 3. The President shall preside over the Congress, the Executive Committee and Emergency Committee meetings and those committees of which he has been appointed chairman. 4. The President shall have an ordinary vote on the Executive Committee and, whenever votes are equal, shall have a casting vote. 5. If the President is absent or unavailable, the vice-president available shall deputize. Article 34 Candidates for the office of the President 1. The President shall be elected by the Congress for a period of four years. His mandate shall begin after the end of the Congress which has elected him. A President may be re-elected. 2. Only Members of PFA may propose candidates for the office of President. 3. If the President is permanently or temporarily prevented from performing his official function, the longest serving vice-president shall represent him until the next Congress. This Congress shall elect a new President, if necessary. Article 35 General Secretary Duties of the General Secretary: 1. Sends invites and prepares for the GA, the council of board of directors and the executive committee meetings or any other committees formed by the council of board of directors and takes minutes of the meetings and sign them with meeting’s president. 2. Supervises all the PFA administration works and all matters related to the affairs of the employees. 3. Prepares periodic reports on the PFA activities to be presented to the council of board of directors. 4. Shows the new membership applications to the council of board of directors completing them. 5. Prepares the new balance for the new fiscal year in cooperation with the treasurer. 6. Presents the matters that are introduced by the member clubs or branches before the executive committee and the council of board of directors. He also may present other matters he may consider of importance. 7. Undertakes the resolutions of the board council and the executive committee. 8. Coordinates the works of the subcommittees formed by the PFA. 9. Supervises and keeps the files, records and documents. 10. Signs with the treasurer on treasury bonds. 11. Signs the PFA correspondence except the ones that the council of board of directors decides on signing them by the president of board council. Article 36 Deputy General Secretary Functions of the deputy general secretary: 1. The deputy general secretary acts as general secretary in the governorates he represents and as a deputy to the general secretary. 2. Assists the general secretary in his work. 3. Exercises the functions of the general secretary in his sense. Article 37 Treasurer Functions of the Treasurer: 1- Supervises the PFA accounts and is responsible for all the financial and accounts matters. 2- Supervises the collection of the federation’s revenues. 3- Executes the council of board of directors and the executive committee resolutions related to the financial matters. 4- Deposits the PFA money in the bank chosen by the council of board of directors. 5- Prepares the budget and the final accounts on the previous year and the balance of the coming year in cooperation with the general secretary and presents them to the council of board of directors for approval. 6- Signs the checks with the president (or the vice president in his absence) and with the general secretary on the treasury bonds. 7- Supervise the process of keeping files and documents and every thing relates to the custody. The treasurer is responsible for all data kept in the notes and the financial documents of the PFA. 8- Presents a monthly financial report attached with revenues and expenses sheet to the council of board of directors for approval during its sessions. Article 38 Functions of the Deputy Treasurer 1. The deputy treasurer will act as a treasurer in the governorates he represents and a deputy to the treasurer. 2. Assists the treasurer in his work. 3. Exercises the treasurer’s functions in his absence. Article 39 Standing Committees 1. The standing committees of PFA are: a. Finance Committee; b. Internal Audit Committee; c. Organizing Committee for PFA competitions; d. Technical and Development Committee; e. Referees’ Committee; f. Legal Committee; g. Women’s Football Committee; h. Youth Football Committee; i. Futsal Committee; j. Sports Medical Committee; k. Players’ Status Committee; l. Committee for Ethics and Fair Play; m. Media Committee; n. Football Committee; o. Strategic Studies Committee; p. Marketing and Television Advisory Board; 2. The chairmen and deputy chairmen of the standing committees shall be members of the Executive Committee with the exception of those for the Internal Audit Committee, who may not belong to the Executive Committee. The members of each standing committee shall be appointed by the Executive Committee on the proposal of the Members of PFA or the President of PFA. 3. Each committee may propose amendments to its regulations to the Executive Committee. Article 40 Finance Committee The Finance Committee shall monitor the financial management and advise the Executive Committee on financial matters and asset management. It shall analyze the budget of PFA and the financial statements prepared by the General Secretary and submit them to the Executive Committee for approval. It shall consist of a chairman, a deputy chairman and 3 members. Article 41 Internal Audit Committee The Internal Audit Committee shall ensure the completeness and reliability of the financial accounting and review the external auditors’ report at the request of the Executive Committee. It shall consist of a chairman, a deputy chairman and 3 members. Article 42 Organizing Committee for PFA competitions 1. It shall organize the competitions of PFA in compliance with the provisions of these Statutes and the regulations applicable to PFA competitions. 2. It shall consist of a chairman, a deputy chairman and 3 member members. Article 43 Technical and Development Committee 1. It shall primarily analyze the basic aspects of football training and technical development. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 44 Referees’ Committee 1. The Referees’ Committee shall implement the Laws of the Game. 2. It shall appoint the referees for matches in competitions organized by PFA. 3. Organize refereeing matters within PFA in collaboration with the administration of PFA and monitor the education and training of referees. 4. It shall consist of a chairman, a deputy chairman and 3 members. Article 45 Legal Committee 1. The Legal Committee shall analyze basic legal issues relating to football and the evolution of the Statutes and regulations of PFA and its Members. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 46 Women’s Football Committee 1. The Committee for Women’s Football shall organize women’s football competitions and deal with all matters relating to women’s football. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 47 Youth Football Committee 1. The Committee for Youth Football shall organize youth football competitions and deal with all matters relating to youth football. It shall consist of a chairman, a deputy chairman and 3 members. Article 48 Futsal Committee 1. The Futsal Committee shall organize futsal competitions and deal with all matters relating to Futsal. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 49 Sports Medical Committee 1. The Sports Medical Committee shall deal with all medical aspects of football. It shall consist of a chairman, a deputy chairman and 3 members. Article 50 Players’ Status Committee 1. The Players’ Status Committee shall set up and monitor transfer regulations in accordance with the FIFA Regulations for the Status and Transfer of Players and determine the status of Players for various competitions of PFA. 2. The Players’ Status Committee shall consist of a chairman, a deputy chairman and 3 members. 3. Players’ status disputes involving PFA, its Members, Players, officials and match and players’ agents shall be settled by an Arbitration Tribunal in accordance with these Statutes. Article 51 Committee for Ethics and Fair Play 1. The Committee for Ethics and Fair Play shall deal with everything relating to ethics in football and the promotion of fair play. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 52 Media Committee 1. The Media Committee shall deal with the working conditions for the media at PFA events and maintain relations with media organisations. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 53 Football Committee 1. The Football Committee shall deal with general issues in football but primarily with its structure as well as relations between Clubs, Leagues, Members, AFC and FIFA. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 54 Strategic Studies Committee 1. The Strategic Studies Committee shall deal with general strategies for football and its political, economic and social status. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 55 Marketing and Television Advisory Board 1. The Marketing and Television Advisory Board shall advise the Executive Committee with regard to drafting and implementing contracts between PFA and its marketing/television partners and analyze marketing and television strategies that have been devised. 2. It shall consist of a chairman, a deputy chairman and 3 members. Article 56 Ad-hoc committees The Executive Committee may, if necessary, create ad-hoc committees for special duties and a limited period of time. The Executive Committee shall appoint a chairman, a deputy chairman and the members. Article 57 Judicial bodies 1. The judicial bodies of PFA are: a. The Disciplinary Committee; b. The Appeal Committee. 2. The responsibilities and functions of these bodies shall be stipulated in the Disciplinary Code of PFA, which shall comply with the FIFA Disciplinary Code. 3. The decision-making powers of other committees remain unaffected. 4. The members of the judicial bodies may not belong to any other body of PFA at the same time. Article 58 Disciplinary Committee 1. The Disciplinary Committee shall consist of a chairman, deputy chairman and the number of members deemed necessary. The chairman and the deputy chairman shall have legal qualifications. 2. The function of this body shall be governed by the Disciplinary Code of PFA. The committee shall pass decisions only when at least three members are present. In certain cases, the chairman may rule alone in accordance with the Disciplinary Code of PFA. 3. The committee may pronounce the sanctions described in these Statutes and the Disciplinary Code of PFA on Members, officials, Players, Clubs and match and players’ agents. 4. These provisions are subject to the disciplinary powers of the Congress and the Executive Committee with regard to the suspension and expulsion of Members. Article 59 Appeal Committee 1. The Appeal Committee shall consist of a chairman, deputy chairman and the number of members deemed necessary. The chairman and deputy chairman shall have legal qualifications. 2. The function of this body shall be governed by the Disciplinary Code of PFA. The committee shall pass decisions only when at least three members are present. In certain cases, the chairman may rule alone in accordance with the Disciplinary Code of PFA. 3. The Appeal Committee is responsible for hearing appeals against decisions from the Disciplinary Committee that are not declared final. Article 60 Disciplinary measures The disciplinary measures are primarily: 1. for natural and legal persons: w) a warning; x) a reprimand; y) a fine; z) the return of awards. 2. for natural persons: a. a caution; b. an expulsion; c. a match suspension; d. a ban from the dressing rooms and/or the substitutes’ e. bench; f. a ban from entering a stadium; g. a ban on taking part in any football-related activity. 3. for legal persons: a. a transfer ban; b. playing a match without spectators; c. playing a match on neutral territory; d. a ban on playing in a particular stadium; e. annulment of the result of the match; f. expulsion; g. a forfeit; h. deduction of points; i. relegation to a lower division. Article 61 Arbitration PFA shall create an Arbitration Tribunal, which shall deal with all internal national disputes between PFA, its Members, Players, officials and match and players’ agents that do no fall under the jurisdiction of its judicial bodies. The Executive Committee shall draw up special regulations regarding the composition, jurisdiction and procedural rules of this Arbitration Tribunal. Article 62 Jurisdiction 1. PFA, it’s Members, Players, officials and match and player’s agents will not take any dispute to Ordinary Courts unless specifically provided for in these Statutes and FIFA regulations. Any disagreement shall be submitted to the jurisdiction of FIFA, AFC or PFA. 2. PFA shall have jurisdiction on internal national disputes, i.e. disputes between parties belonging to PFA. FIFA shall have jurisdiction on international disputes, i.e. disputes between parties belonging to different Associations and/or Confederations. Article 63 Court of Arbitration for Sport 1. In accordance with Articles 59 and 60 of the FIFA Statutes, any appeal against a final and binding FIFA decision shall be heard by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland. CAS shall not, however, hear appeals on violations of the Laws of the 2. Game, suspensions of up to four matches or up to three months, or decisions passed by an independent and duly constituted Arbitration Tribunal of an Association or Confederation. 3. PFA shall ensure its full compliance and that of its Members, Players, Officials and match and players’ agents with any final decision passed by a FIFA body or CAS. IV. FINANCE Article 64 Financial Period 1. The financial period of PFA shall be one year and shall begin on 1 January and end 31 December]. 2. The revenue and expenses of PFA shall be managed so that they balance out over the financial period. PFA’s major duties in the future shall be guaranteed through the creation of reserves. 3. The General Secretary is responsible for drawing up the annual consolidated accounts of PFA with its subsidiaries as at 31 December]. Article 65 Revenue The revenue of PFA arises specifically from: 1. Grants allocated from FIFA or AFC or Arab Union. 2. Affiliation Membership fees. 3. Matches or parties revenues. 4. Grants or gifts providing that they do not affect the general policy of the federation or the country. The federation cash funds are deposited in a private account in one of the barks. The federation must have an annual budget that includes the revenues which must be exposed to an auditor elected by the GA. The auditor must be accredited by the relevant authority and resides in the federation’s headquarters governorate. The GA decides upon his maximum remuneration. Article 66 Expenses PFA bears: a. The expenses stipulated in the budget; b. Other expenses approved by the Congress and expenses that the Executive Committee is entitled to incur within the scope of its authority; c. All other expenses in keeping with the objectives pursued by PFA. d. The federation may expend its money on the purposes that achieve its goals. e. The federation may use the surplus revenues and invest part of its real estate or movable property to secure permanent revenue providing that this will not affect its activity. f. The federation may not take part in betting or financial speculations. Article 67 Independent auditors The functions of the auditor are: 1. Reviews the federation’s accounts constantly and inspects its records, and ensure that they are identical with the financial bylaws. 2. Reviews the implementation of budget terms and raises the comments to the council of board of directors to avoid committing the same mistakes. 3. Audits the expenditure records in its specified financial sheets, and supervises them with the treasurer. 4. Audits the federation’s final account and presents it to the council of board of directors attaching it with a report supported by the relevant documents. 5. Presents an annual report to the GA on the financial status of the federation. The auditor is invited to attend the GA meetings and he may participate in the discussions. He may be invited to attend the council of board of directors’ meetings but without voting right. 6. If the auditor’s position becomes vacant or if he abstained from practicing his duties, the board council may select some one to fill his place providing that he is presented at the first coming GA to approve his appointment. 7. It is permitted to grant a bonus to the auditor specified up on a resolution of the GA. However, it is not allowed to increase it under any financial item. Article 68 Membership subscriptions 1. Membership subscriptions are due on January 1. The annual subscription for new Members for the year in question shall be paid within 30 days of the close of the Congress at which they are admitted. 2. The Congress shall fix the amount of the annual subscription every 4 years on the recommendation of the Executive Committee. It shall be the same for every Member and amount to no more than $ 100. Article 69 Levies PFA may demand that a levy be paid by its Members for matches. Article 70 Competitions and Events 1. PFA organizes and coordinates the official competitions held within its territory like: championships, cups and leagues. 2. The Executive Committee may issue special regulations to this end. Article 71 Club licensing The Executive Committee of PFA will set up regulations regarding a club licensing system governing the participation of Clubs in competitions of PFA. Article 72 Rights 1. PFA and its Members are the original owners of all of the rights emanating from competitions and other events coming under their respective jurisdiction, without any restrictions as to content, time, place and law. These rights include, among others, every kind of financial rights, audiovisual and radio recording, reproduction and broadcasting rights, multimedia rights, marketing and promotional rights and incorporeal rights such as emblems and rights arising under copyright law. 2. The Executive Committee shall decide how and to what extent these rights are utilized and draw up special regulations to this end. 3. The Executive Committee shall alone decide whether these rights shall be utilized exclusively, or jointly with a third party or entirely through a third party. Article 73 Authorization PFA and its Members are exclusively responsible for authorizing the distribution of image and sound and other data carriers of football matches and events coming under their respective jurisdiction, without any restrictions as to content, time, place and technical and legal aspects. V. INTERNATIONAL MATCHES AND COMPETITIONS Article 74 International matches and competitions The authority for organizing international matches and competitions between Association teams and between Leagues and/or Club teams lies solely with FIFA. No match or competition shall take place without the prior permission of the FIFA Executive Committee. In addition, permission from the relevant Confederation may be required in accordance with the FIFA regulations. PFA is bound to comply with the international match calendar compiled by FIFA. Article 75 Contacts PFA shall not play matches or make sporting contacts with Associations that are not members of FIFA or with provisional members of a Confederation without the approval of FIFA. Article 76 Approval Clubs, or any other group of Clubs that are affiliated to PFA cannot belong to another Association or participate in competitions on the territory of another Association without the authorization of PFA and the other Association and of FIFA, except in exceptional circumstances. Article 77 Unforeseen contingencies and force majeure The Executive Committee shall have the final decision on any matters not provided for in the Statutes or in cases of force majeure. Article 78 Dissolution Any decision relating to the dissolution of PFA requires a majority of two-thirds of all of the Members of PFA, which must be obtained at a Congress specially convened for the purpose. If PFA is disbanded, its assets shall be transferred to Palestinian Olympic Committee. It shall hold these assets in trust until PFA is reestablished. Article 79 Enforcement These Statutes were adopted at the Congress in Gaza City on March 2007 and will come into force when they are fully approved by the FIFA Legal Division. الاتحاد. • (اللجنة التنفيذية) تعني (المكتب التنفيذي)، المكتب الفيدرالي أو إي تسمية أخرى، يتم اختيارها من قبل الاتحاد أو إي تسمية أخرى، يتم اختيارها من قبل الاتحاد. • (الإقليم) تعني (الأقاليم)، (الاتحاد الإقليمي) أو إي مسمى أو فرع متفرع من الاتحاد يتم تسميته من قبل الاتحاد. تعريفــــــات ================= المصطلحات المذكورة فيما يلي تشير إلى : ألفيفا : الاتحاد الدولي لكرة القدم الاتحاد : اتحاد كرة القدم المعترف به وعضو الفيفا الإقليم : منظمة تابعة أو ثانوية بالنسبة للاتحاد الاتحاد الإقليمي: منظمة تابعة للاتحاد الاتحاد القاري : مجموعة من الاتحادات معترف بها من قبل الفيفا وتنتمي إلى نفس القارة (أو نفس المنطقة الجغرافية) النادي : عضو في اتحاد كرة القدم (الذي هو نفسه عضو في الفيفا) الإداريين : مجلس الإدارة ، لجنة الأعضاء ، المدربين ، الحكام ، الحضور ، بالإضافة إلى مجموعة من الناس مسئولين عن الشؤون الفنية والطبية والإدارية في الفيفا ، والاتحاد القاري أو الاتحاد ، أو الإقليم أو النادي . اللاعب : لاعب الكرة المسجل في الاتحاد المؤتمر : الهيئة العليا في الاتحاد الفلسطيني لكرة القدم اللجنة التنفيذية: الهيئة التنفيذية في الاتحاد الفلسطيني لكرة القدم العضو : الشخص القانوني أو الطبيعي الذي تم قبول عضويته في الاتحاد الفلسطيني لكرة القدم من قبل الجمعية العمومية كرة قدم الاتحاد: اللعبة التي يتحكم بها الفيفا ويتم تنظيمها طبقا لأحكام اللعبة إفاب : مجلس الاتحاد الدولي لكرة القدم المحاكم العادية: محكم الدولة التي تستمع إلى النزاعات القانونية العامة والخاصة لجنة التحكيم : محكمة عدل خاصة تؤدي نيابة عن المحكمة العادية كأس : محكمة التحكيم الرياضية (لجنة التحكيم الرياضية) في لوزان (سويسرا) النظـــــــــــــــــــام الأساســــــــــــــــــي للاتحـــــــــــــــاد الفلسطينــــــــــــــــي لكـــــــــــــــــــــــــرة القـــــــــــــــــدم 101 أحكـــام عامـــــة مـــــــــادة 1 الاســــــــم ، المقــــــــــر ، الشكــــــــل القانونــــي 1- الاتحاد الفلسطيني لكرة القدم (PFA) هو هيئة رياضية لها شخصية اعتبارية مستقلة ، وتعتبر من الهيئات الخاصة ذات النفع العام ، الهدف الرئيسي للاتحاد الفلسطيني لكرة القدم هو نشر اللعبة والارتقاء بمستواها وتنظيم وتنسيق النشاط بين أعضاءه . 2- تأسس الاتحاد الفلسطيني لكرة القدم عام 1928 ومقره الرئيسي ( القدس ) ويدير أنشطته مؤقتا من مدينة غزة . 3- الاتحاد الفلسطيني لكرة القدم هو عضو في الاتحاد الدولي لكرة القدم (FIFA) الاتحاد الأسيوي لكرة القدم (AFC). 4- يتشكل علم الاتحاد الفلسطيني لكرة القدم من أربعة ألوان ( الأبيض ، الأحمر ، الأخضر ، الأسود ). 5- الاسم المختصر للاتحاد الفلسطيني لكرة القدم هو (PFA). 6- أن حقوق ملكية العلم والشعار والاسم المختصر مسجلة في وزارة الشباب الرياضة ووزارة الداخلية. 7- للاتحاد أن ينشىء فروعا له سواء في محافظات فلسطين أو في الشتات ، ويعتبر رئيس الفرع في الشتات عضوا في الاتحاد الفلسطيني لكرة القدم عن الإقليم . مــــــادة 2 أهــــــــــداف الاتحــــــــــاد 1- وضع السياسة العامة التي تحقق نشر اللعبة والارتقاء بمستواها . 2- اتخاذ الإجراءات الكفيلة بتحريم تعاطي المنشطات وإصدار التعليمات المشددة بهذا الخصوص ، وتوقيع الجزاء المنصوص عليه في القواعد الصدارة عن الاتحاد الدولي للعبة في حالة المخالفة . 3- إدارة شؤون اللعبة من جميع النواحي الفنية والمالية والتنظيمية ووضع البرامج التي تشترك فيها الهيئات الرياضية الأعضاء والإشراف على تنفيذ هذه البرامج. 4- وضع الأسس والمبادئ لتنظيم شؤون التدريب وكذلك الشروط والمواصفات التي يجب توافرها في المدربين الذين يتولون تنفيذ برامج التدريب سواء بالنسبة للفرق الأهلية ، أو فرق الهيئات الرياضية الأعضاء بالاشتراك مع اللجنة الاولمبية ووزارة الشباب والرياضة . 5- المحافظة على القواعد والمبادئ الدولية للعبة وحماية الهواية والنظم الخاصة بها ، وتنظيم الاحتراف في حدود القواعد التي يضعها الاتحاد الدولي . 6- تنظيم البطولات والمسابقات ووضع القواعد والمبادئ الخاصة بهذا التنظيم . 7- إعداد الفرق الأهلية التي تمثل الدولة في الدورات والبطولات الاولمبية والدولية والقارية والإقليمية . 8- تنظيم البحوث والدراسات المختلفة وعقد المؤتمرات لبحث أمور اللعبة ومشكلاتها . 9- الإذن للهيئات الأعضاء بمقابلة فرقها مع الفرق الأجنبية في المباريات التي تقام في الدولة أو خارجها ، وبالإشراف على تنظيم هذه المباريات إذا أقيمت داخل فلسطين . 10-تنسيق الجهود بين مختلف الهيئات الأعضاء في الاتحاد وبصفة خاصة البرامج الخاصة بمقابلات الفرق الأجنبية سواء داخل فلسطين أو خارجها . 11-إبداء النصح والمشورة للهيئات الأعضاء والعمل على تسوية ما قد ينشأ بينها من خلاف وذلك في ضوء القانون واللوائح المعمول بها من قبل الاتحاد وفي إطار السياسة العامة للدولة . 12- اعتماد تسجيل اللاعبين في الهيئات الأعضاء في الاتحاد ، وتمثيلهم في مسابقاتها في حدود الإعداد المقررة في اللوائح والنظم الخاصة بالاتحادات الدولية . 13- وضع اللوائح الخاصة بانتقالات اللاعبين بالأندية الرياضية داخل وخارج فلسطين. 14- دعم التمثيل الفلسطيني في الاتحادات الدولية والقارية والإقليمية بما يكفل التواجد الفلسطيني. 15- تطوير رياضة كرة القدم بصورة مستمرة ونشر وتنظيم ومراقبة اللعبة في مناطق (PFA) في ضوء مبادئ اللعب النظيف والقيم التربوية والثقافية والإنسانية وذلك تحديدا من خلال الشباب والبرامج التنموية . 16- تنظيم المسابقات من قبل اتحاد كرة القدم بكل أشكالها على المستوى الوطني والإشارة بدقة ، قدر الإمكان إلى مناطق النفوذ والبطولات المتنوعة التي يقوم بتنظيمها 17- وضع الأنظمة والبنود ضمان تنفيذها؟ 18- حماية مصالح الأعضاء. 19- احترام ومنع إي خرق للأنظمة واللوائح والتوجيهات وقرارات ألفيفا وكذلك أنظمة ولوائح الاتحاد الأسيوي والاتحاد الفلسطيني لكرة القدم ، إضافة لقوانين اللعبة وضمان احترامها من قبل الأعضاء 20- منع كل الأساليب والممارسات التي قد تعرض للخطر سلامة المباريات أو المسابقات أو سوء استغلال كرة القدم . مـــــادة 3 الحياديـــــة وعـــــدم التمييــــز 1- يكون (PFA) حياديا بالنسبة للشؤون السياسية والدينية. 2- يحظر ممارسة التمييز من إي نوع ضد الدولة ، الشخص ، مجموعة من الناس على خلفية العرق أو الأصل أو الجنس أو اللغة أو الدين أو الانتماء السياسي أو لأي سبب يكون عقابه الإيقاف أو إسقاط العضوية . مـــــــادة 4 تشجيــــع العلاقــــــــــــات الوديـــــــــة 1- سوف يشجع (PFA) على إقامة العلاقات الودية بين أعضاء (الأندية الإداريين اللاعبين والمجتمع) لتحقيق الأهداف الإنسانية. 2- يجب على كل شخص أو منظمة لها علاقة بلعبة الكرة الالتزام بنظامها الأساسي ، وأنشطتها ومبادئ اللعب النظيف بالإضافة إلى مبادئ الانتماء والاستعانة والروح الرياضية . 3- سوف يوفر (PFA) الوسائل المؤسساتية لحل إي نزاع داخلي قد ينشأ بين أعضاءه ، الأندية ، المسئولين أو اللاعبين . مـــــادة 5 اللاعبيـــــــــــــــــــــــن 1- سوف تدير اللجنة التنفيذية في (PFA) شؤون اللاعبين وأمور تنقلاتهم طبقا لأنظمة آلـ (FIFA) السارية المفعول وشؤون تنقل اللاعبين . 2- سوف يتم تسجيل اللاعبين طبقا لأنظمة (PFA). مـــــادة 6 قوانيـــــن اللعبـــــــة يتعهد الاتحاد باحترام قوانين اللعبة الصادرة عن مجلس إدارة الاتحاد الدولي لكرة القدم (IFAB) يقر الاتحاد/ بأن (IFAB) هو الوحيد المخول بوضع أو تغيير قوانين اللعبة . مــــــادة 7 سلـــــوك الهيئـــــــات والمسئوليــــــــــــن يجب على هيئات ومسئولي ( PFA) احترام النظام الأساسي ، والأنظمة والتوجيهات والقرارات وقانون الأخلاق في (FIFA) و ( AFC) و (PFA) في أنشطتهم. مـــــادة 8 اللغـــــــــات الرسميــــــــة 1- سوف تكون اللغات الرسمية لـ (PFA) هي اللغات العربية والانجليزية و يتم كتابة الوثائق الرسمية والنصوص بتلك اللغات وفي حال نشوء اختلاف في ترجمة النصوص سوف يتم اعتماد النص المكتوب باللغة العربية . 2- تكون اللغة العربية هي لغة الجمعية العامة. مــــــادة 9 العنصريــــــــــــــــــــة يتكون الاتحاد من الهيئات الرياضية التي تهدف إلى تنمية النشاط الرياضي وتشجيعه ، وتعنى على جهة الخصوص بممارسة لعبة كرة القدم ، وتكون مستوفية لجميع الإجراءات القانونية الخاصة بتكوينها ، وفي جميع الحالات لا يجوز للهيئة العضو الاشتراك في النشاط ، ما لم تكن مسددة الاشتراك السنوي. مـــــادة 10 ترسل الهيئة الرياضية الراغبة في الانضمام لعضوية الاتحاد طلبها إلى سكرتير عام الاتحاد ، مرفقة الوثائق والبيانات التالية : 1- بيان المقر الرئيسي للهيئة طالبة الانضمام موضحا به : ( العنوان ، العنوان البريدي ، رقم التلفون والفاكس ، وعنوان البريد الالكتروني ) 2- بيان نشاط فرق الهيئة. 3- بيان بأسماء أعضاء مجلس الإدارة. 4- نسخة من اللائحة الداخلية للهيئة مرفقا به صورة من قرار إشهارها. 5- نسخة عن النظام الأساسي القانوني الساري المفعول والأنظمة. 6- إقرار بأنه سوف يتم احترام النظام الأساسي واللوائح والقرارات الصادرة عن (AFC/FIFA/PFA) وضمان احترامها دائما أيضا من قبل الأعضاء والأندية والإداريين واللاعبين . 7- إعلان بأنه سوف يحترم قوانين اللعبة السارية المفعول. 8- إعلان بأنه سوف يعترف بقرارات محكمة التحكيم في الاتحاد الفلسطيني ومحكمة التحكيم الرياضية (CAS) في لوزان كما جاء في ذلك النظام . 9- إعلان يفيد بان الهيئة القانونية لمقدم الطلب تضمن انه قادر على اتخاذ القرارات بصورة مستقلة بعيدا عن الضغوط الخارجية. مـــــــادة 11 أن الجمعية العمومية هي الجهة الوحيدة المخولة بقبول (وأيضا طرد) العضو ليصبح كامل العضوية ، سوف لن يكون الطلب مقبولا إلا إذا اقر مجلس الإدارة بخلاف ذلك مع تقديم الأسباب ، وللعضو الحق في الاستئناف خلال ثلاثين يوما بعد إعلان رفض الطلب ، وعلى الاتحاد الوطني دراسة الاستئناف وإعلام النادي العضو بالقرار النهائي خلال شهر من تقديم الاستئناف . مـــــادة 12 حقــــــــوق الأعضــــــــــاء 1- المشاركة في مؤتمر الاتحاد الفلسطيني لكرة القدم ومعرفة جدول الأعمال مقدما وان تتم دعوته إلى المؤتمر ضمن وقت موضح وممارسته حق التصويت . 2- تقديم المقترحات لوضعها في جدول أعمال المؤتمر 3- تسمية مرشحين لكل هيئات الاتحاد الفلسطيني لكرة القدم للانتخاب 4- أن يتم إعلامه بشؤون الاتحاد من خلال الهيئات الرسمية لـ (PFA) 5- المشاركة في المسابقات أو الأنشطة الرياضية الأخرى التي ينظمها (PFA) مــــــادة 13 واجبــــــــــــات الأعضـــــــــاء 1- الالتزام بصورة كاملة بالأنظمة واللوائح والتوجيهات والقرارات الصادرة عن (AFC/PFA/FIFA) في كل الأوقات وضمان احترامها . 2- ضمان انتخاب هيئات اتخاذ القرار 3- المشاركة في المسابقات والأنشطة الرياضية الأخرى التي ينظمها (PFA) 4- دفع رسوم العضوية 5- احترام قوانين اللعبة كما تم وضعها من قبل مجلس إدارة الاتحاد الدولي لكرة القدم ، وضمان احترامها من قبل الأعضاء من خلال الشروط القانونية 6- تبني فقرة قانونية تشير إلى أن إي نزاع يتطلب التحكيم ، يشمل العضو أو أي من أعضاءه ويتعلق بالأنظمة الأساسية ، والتوجيهات والقرارات الصادرة عن ألفيفا أو الاتحاد الأسيوي أو الاتحاد الفلسطيني لكرة القدم أو الأقاليم ، سوف يخضع بصورة حصرية للمحكمة القضائية المناسبة في الاتحاد الدولي والاتحاد الآسيوي والاتحاد الفلسطيني وحظر اللجوء للمحاكم العادية . 7- الالتزام بصورة شاملة بكل الواجبات الأخرى التي تنشأ من الأنظمة واللوائح الأخرى للاتحاد الدولي والاتحاد الآسيوي والاتحاد الفلسطيني . سوف تكون الأندية والأقاليم والاتحادات الفرعية وأي مجموعات أخرى من الأندية أعضاء في الاتحاد الفلسطيني لكرة القدم خاضعة ومعترف بها من قبل (PFA) سوف يحدد النظام الأساسي نطاق سلطة وحقوق وواجبات تلك الأندية والمجموعات ويجب تكون أنظمتها مقره من قبل اللجنة التنفيذية لـ (PFA). وفي جميع الأحوال ، لن يتم ممارسة السيطرة من قبل إي شخصية اعتبارية أو قانونية (بما في ذلك الشركات المالكة أو الراعية ) على أكثر من نادي أو مجموعة في حال كون هذا الأمر قد يهدد سلامة إي مباراة أو مسابقة . مــــــادة 14 1- تقرر الجمعية العمومية بشان قبول أو إيقاف أو طرد العضو. 2- يتم قبول العضو إذا تم استيفاء متطلبات (PFA). 3- يتم إنهاء العضوية بالاستقالة أو الطرد ، أن فقدان العضوية لا يعفي العضو من الالتزام المادية نحو (PFA) أو إي عضو في (PFA) ولكن يؤدي إلى كل الحقوق المتعلقة بـ (PFA). مــــادة 15 الأعضــــــــــــــــــــــــــــــــــاء 1- أن أعضاء الـ (PFA) هم : • الأندية • الاتحادات الفرعية • الأقاليم • مجموعات اللاعبين • مجموعات الحكام • مجموعات المدربين 2- يجب على إي شخصية قانونية أو طبيعية ترغب في أن تصبح عضو في (PFA) يجب عليها أن تقدم كتابيا للسكرتارية العام لـ (PFA). 3-يجب أن يكون الطلب مستوفيا للبنود الواردة في مادة (10) أعلاه. مــــادة 16 إنهــــــــــاء العضوية يتم إنهاء العضوية عن أعضاء مجلس إدارة الاتحاد في الأحوال التالية : 1- الوفاة 2- الاستقالة 3- إذا تخلف عن حضور اجتماعات مجلس الإدارة ثلاث جلسات متتالية أو تخلف عن الحضور ست جلسات متفرقة خلال العام الواحد من مدة مجلس الإدارة ، ما لم يكن في احدى المهمات الخارجية 4- إذا صدر ضد العضو حكم نهائي في جناية أو جنحة بعضوية مقيدة للحركة مـــــادة 17 إسقــــــــــــاط العضويـــــــــة تسقط العضوية في الأحوال التالية : 1- إذا صدر ضده حكم تأديبي لأسباب مخلة بالشرف والكرامة 2- إذا ارتكب العضو أعمالا تمس بكرامة الاتحاد أو الهيئات الرياضية الأخرى وتسيىء إلى سمعتها مما يجعله غير جديد بالعضوية . وتكون إجراءات النظر في إسقاط بناء على طلب أيا من : • ثلثي أعضاء مجلس الإدارة • ربع عدد هيئات أعضاء الجمعية العمومية وفي كل الأحوال يتم إسقاط العضوية بموافقة ثلثي أعضاء الجمعية العمومية غير عادية . مــــــادة 18 الاستقالـــــــــــــــة 1- يمكن للعضو أن يستقيل من (PFA) على أن يبدأ سريان مفعول الاستقالة في نهاية السنة الأولى من عضويته ، يجب أن يصل إشعار الاستقالة إلى السكرتارية العامة قبل 3 شهور من نهاية السنة. 2- يبدأ سريان مفعول استقالة العضو الراغب في الاستقالة بعد استيفاءه لكل الالتزامات المالية نحو (PFA) والأعضاء الآخرين في (PFA) 3- التنظيم مـــــادة 19 هيئــــــــــات (الاتحـــــــــاد) 1- الجمعية العمومية هي الهيئة التشريعية العليا 2- اللجنة التنفيذية هي الهيئة التنفيذية 3- اللجان العاملة واللجان الأخرى سوف توصي وتساعد اللجنة التنفيذية في إتمام واجباتها ، يتم تعريف واجبات وتركيب ووظيفة اللجان العاملة في النظام الأساسي أو الأنظمة الخاصة التي تيم وضعها من قبل اللجنة لتنفيذية . 4- السكرتارية العامة هي الهيئة الإدارية . 5- الهيئات القضائية هي لجنة الانضباط ولجنة الاستئناف. 6- يتم إما انتخاب أو تعيين هيئات (PFA) من قبل (PFA) نفسه بدون أي تأثيرات خارجية وطبقا للإجراءات المذكورة في النظام الأساسي . مـــــادة 20 تعريــف وتشكيـل الجمعيـــة العموميـــة 1- الجمعية العمومية هي الاجتماع الذي يجمع فيه أعضاء (PFA) بانتظام ، وهي تشمل السلطة التشريعية العليا في (PFA) ، يحق فقط للجمعية العمومية التي تجتمع بانتظام إصدار القرارات. 2- يمكن أن يكون جمعية عمومية عامة عادية أو استثنائية. 3- سوف يدير الرئيس أعمال الجمعية العمومية طبقا للمراسيم السارية المفعول للجمعية العمومية. 4- يمكن للجمعية العمومية تعيين مراقبين يشاركون في المؤتمر بدون حق المناقشة أو التصويت. 5- يمكن للرؤساء الفخريين أو الأعضاء الفخريين المشاركة في المؤتمر ، يمكن أن يشاركوا في المناقشات ولكن لا يحق لهم التصويت . مــــادة 21 المندوبيـــــــن والتصويـــــت 1- يتشكل المؤتمر من كل مندوبى الأندية الأعضاء ، يحق لكل نادي أن يمثل بعضو واحد. 2- يجب أن يكون المندوب منتميا إلى العضو الذي يمثله وان يتم تعيينه أو انتخابه من قبل الهيئة المختصة لذلك العضو ، ويجب أن يكون المندوب قادرا على إبراز ما يدل على انه منتدب من العضو. 3- يكون لكل مندوب صوت واحد في المؤتمر ، يحق للمندوبين الحاضرين فقط التصويت ، لا يجوز السماح بالتصويت بالوكالة . 4- تشارك اللجنة التنفيذية والجمعية العمومية في المؤتمر بدون حق تصويت . 5- لا يتم تعيين أعضاء اللجنة التنفيذية كمندوبين لاتحادهم خلال فترة عملهم . مــــــادة 22 صلاحيــــــــات الجمعيــــة العموميــــــــــة 1- تبني أو تعديل النظام الأساسي ، والأنظمة التي تحكم تطبيق النظام الأساسي والمراسيم السارية المفعول للمؤتمر . 2- إقرار محضر الاجتماع السابق. 3- النظر في تقرير مجلس الإدارة عن أعماله عن السنة المنتهية وبرامج النشاط وخطة العمل للعام الجديد وتقرير مراقب الحسابات . 4- اعتماد الميزانية والحساب الختامي للسنة المالية المنتهية ومشروع الموازنة للسنة المالية المقبلة. 5- انتخاب مجلس الإدارة أو شغل المراكز الشاغرة. 6- تعيين مراقب الحسابات وتحديد مكافأته. 7- النظر في الاقتراحات المقدمة من الهيئات بشرط أن تقدم كتابة إلى سكرتير عام الاتحاد موعد انعقاد الجمعية العمومية بشهر على الأقل. 8- إعداد اشتراكات العضوية. 9- قبول أو تعليق أو طرد العضو 10- إلغاء تعيين عضو أو أعضاء من هيئات (PFA) 11- حل (PFA) 12- تمرير القرارات بناءا على طلب العضو طبقا للنظام الأساسي 13- الموضوعات الأخرى الواردة في جدول الأعمال مـــــادة 23 النصاب القانونية لاجتماع الجمعية العمومية . 1- تعتبر قرارات الجمعية العمومية صحيحة بالأغلبية المطلقة لأصوات الحاضرين ، وإذا تتساوى الأصوات يعتبر ذلك رفضا للموضوع المعروض على الجمعية العمومية 2-الاجتماع الثاني لا يتطلب وجود نصاب قانوني إلا إذا كان هناك أي بند على جدول الأعمال يقترح تحرير قرار لتعديل النظام الأساسي لـ (PFA) أو انتخاب الرئيس أو نواب الرئيس أو أعضاء اللجنة التنفيذية ، أو فصل عضو أو أكثر من أعضاء هيئات (PFA) أو طرد عضو (PFA) أو حل (PFA). مــــــادة 24 قــرارات الجمعيـة العموميـــة 1- يكون التصويت في الجمعيات العمومية حضوريا وعلنيا فيما عدا الانتخابات يكون التصويت فيها سريا ، ولا يجوز لمندوب الهيئة أن ينيب غيره في حضور الجمعية العمومية أو التصويت على قراراتها ويتعين على مندوب كل هيئة من أعضاء الجمعية العمومية أن يثبت في ورقة الانتخابات العدد المطلوب انتخابه من المرشحين لعضوية مجلس الإدارة ، وكل بطاقة انتخاب غير مستوفاة أو بها كشط أو تغيير في البيانات أو الأسماء أو تحمل أية علامة أو إشارة تدل على شخصية الهيئة عضو الاتحاد تعتبر باطلة . 2- يتعين تشكيل لجنة الانتخابات وفرز الأصوات بقرار من مجلس إدارة الاتحاد ، ويجوز بناء على طلب مجلس إدارة الاتحاد أو الجهة الإدارية المختصة أن يتم انتداب بعض أعضاء الهيئات القضائية للإشراف على الانتخابات وفرز الأصوات وإعلان النتيجة ويتعين على مجلس إدارة الاتحاد تشكيل لجنة محايدة من الكفاءات الرياضية والقانونية للإشراف على عملية سير الانتخابات وفرز الأصوات 3- بالنسبة للقرارات الخاصة بانتخاب مجلس الإدارة يفوز المرشح الحاصل على أعلى الأصوات ، فإذا تساوى اثنان أو أكثر في عدد الأصوات أجريت قرعة بمعرفة رئيس لجنة الانتخابات والفرز لتحديد المرشح الفائز ، وإذا كان عدد المرشحين مساويا للعدد المطلوب انتخابه اعتبروا فائزين بالتزكية دون إجراء انتخابات . 4- لا يجوز للجمعية العمومية النظر في غير المسائل المدرجة على جدول الأعمال 5- إذا حالت ظروف قهرية دون عقد اجتماع الجمعية العمومية في الموعد المحدد لانعقادها وجب على مجلس الإدارة تحديد موعد جديد خلال ثلاثين يوما وإخطار الأعضاء بالموعد الجديد قبل موعد الانعقاد بمدة لا تقل عن أسبوعين ،على انه لا يجوز بأي حال إجراء أي تعديل على جدول أعمال الجمعية العمومية أو أسماء المرشحين لمجلس الإدارة. 6- إذا اجتمعت الجمعية العمومية فعلا وحالت أسباب دون الانتهاء من جدول الأعمال المقر يعتبر الاجتماع مستمرا وتؤجل الجلسة إلى موعد آخر تحدده الجمعية العمومية أو مجلس الإدارة مع الالتزام بالإجراءات الواردة في المادة السابقة ، وتعتبر القرارات التي اتخذت قبل التأجيل صحيحة ونافذة. 7- مع مراعاة الأحكام التي تشترط أغلبية خاصة لا يؤثر في صحة القرارات التي تصدر من الجمعية العمومية نقص عدد الأعضاء الحاضرين عن العدد الذي بدأ به الاجتماع ما لم يقل عدد الحاضرين وقت التصويت عن ربع الأعضاء الذين بدأ بهم الاجتماع. 8- لا يجوز لعضو الجمعية العمومية حضور اجتماعاتها أو الاشتراك في التصويت فيها إذا كان موضوع القرار المعروض هو إبرام اتفاق معه أو رفع دعوى عليه أو إنهاء دعوة أو نزاع بينه وبين الاتحاد ، وكذلك كلما كانت له مصلحة شخصية تتعلق بالموضوع المعروض وذلك فيما عدا انتخاب مجلس الإدارة . مــــادة 25 الجمعيــــة العموميـــــة تجتمع الجمعية العمومية للاتحاد اجتماعا عاديا مرة كل عام يحدده مجلس إدارة الاتحاد خلال الثلاثة اشهر التالية لانتهاء السنة المالية ، وتوجه الدعوة لحضور الاجتماع قبل موعد الانعقاد بشهر على الأقل بخطاب يبين به موعد الاجتماع ومكانه وجدول الأعمال وإذا تضمن جدول الأعمال انتخاب مجلس الإدارة فتوجه الدعوة ويتم النشر قبل الاجتماع بمدة لا تقل عن خمسة وأربعين يوما . ويجب أن تتضمن الدعوة في هذه الحالة فتح باب الترشيح لتلقى الطلبات خلال أسبوع من تاريخ توجيه الدعوة ممن تتوافر فيهم شروط الترشيح وفي جميع الحالات ترسل المرفقات الآتية قبل موعد انعقاد الاجتماع بخمسة عشر يوما على الأقل : 1- جدول أعمال الاجتماع 2- تقارير مجلس الإدارة ومراقب الحسابات وخطة العمل للعام الجديد 3- الميزانية والحساب الختامي للسنة المالية المنتهية معتمدا من مراقب الحسابات 4- مشروع الموازنة للسنة المالية المقبلة 5- الاقتراحات المقدمة بشرط أن تقدم كتابة إلى سكرتارية الاتحاد في الموعد القانوني المحدد بهذا النظام 6- صورة للقائمة النهائية للمرشحين لمجلس الإدارة ومراقب الحسابات 7- بيان بأسماء الهيئات الأعضاء التي لها حق حضور الاجتماع 8- الموضوعات الأخرى الواردة بجدول الأعمال 9- يجب إخطار اللجنة الاولمبية ووزارة الشباب والرياضة بجدول الأعمال والمرفقات ، ولهذه الجهات أن تنتدب عنها من يراقب إجراءات الجمعية العمومية وكذلك حضور الاجتماع لمراقبة انعقادها . مــــــادة 26 الجمعية العموميــــة العاديــة يقوم امين السر بوضع جدول الأعمال استنادا الى المقترحات المقدمة من اللجنة التنفيذية والأعضاء ، يتم إرسال المقترحات التي يرغب الأعضاء في وضعها على جدول أعمال المؤتمر إلى السكرتارية العامة كتابة ، قبل شهر على الأقل من تاريخ عقد المؤتمر. 1- يضم جدول أعمال المؤتمر البنود الإجبارية التالية : - إعلان بان المؤتمر يستأنف اجتماعاته ويشكل طبقا للنظام الأساسي للاتحاد الفلسطيني لكرة القدم - المصادقة على جدول الأعمال - كلمة الرئيس - تعيين أعضاء لفحص محاضر الجلسات - تعيين مدققين في صحة الانتخابات - تعليق أو الطرد من العضوية - المصادقة على محاضر جلسات المؤتمر السابق - تقرير الرئيس للأنشطة (يضم الأنشطة التي تمت منذ المؤتمر السابق ) - كلمة مجملة حول ورقة الموازنة وبيان الربح والخسارة - المصادقة على البيان الحالي - المصادقة على الميزانية - قبول الأعضاء - مناقشة المقترحات المقدمة من الأعضاء واللجنة التنفيذية - تعيين مدققين مستقلين بناء على اقتراح اللجنة التنفيذية - طرد شخص أو هيئة - انتخاب رئيس ونواب رئيس وأعضاء اللجنة التنفيذية - أي بنود أخرى مقترحة من قبل الأعضاء أو اللجنة التنفيذية 2- يمكن أن يتم تغيير جدول أعمال المؤتمر بموافقة ثلثي الأعضاء والحاضرين والذين يحق لهم التصويت. 3- لن يتم تمرير قرارات حول أي بنود غير مطروحة على جدول الأعمال. مـــــادة 27 الجمعيــــة العموميــة الغيـــر عاديـــة 1- يمكن دعوة الجمعية العمومية لعقد اجتماع استثنائي بناء على دعوة ربع الأعضاء الذي يحق لهم المشاركة في المؤتمر. 2- سوف توضح الدعوة بنود جدول الأعمال ، يتم عقد الجمعية العمومية الاستثنائية خلال ثلاثة شهور من تلقي طلب عقد الاجتماع ، في حالة عدم عقد المؤتمر الاستثنائي ، يمكن للأعضاء الذين طلبوا عقد المؤتمر أن يقوموا بعقده بأنفسهم ، ويمكن للأعضاء اللجوء للفيفا في آخر المطاف. 3- تختص الجمعية العمومية غير العادية بما يلي : - إسقاط العضوية عن كل أو بعض أعضاء مجلس الإدارة بموافقة ثلثي أعضاء الجمعية العمومية الحاضرين ، واختيار مجلس إدارة جديد في حالة إسقاط العضوية عن كل مجلس الإدارة ، أو شغل المراكز الشاغرة في مجلس الإدارة في حالة إسقاط العضوية عن بعض أعضاءه : - إبطال قرار أو أكثر من قرارات مجلس الإدارة - تعديل النظام الأساسي للاتحاد - المواضيع الأخرى ذات الطبيعة الهامة العاجلة الواردة على جدول الأعمال 4- مع عدم الإخلال بما جاء في هذا النظام من أحكام خاصة بالجمعية العمومية غير العادية يتبع في شأنها ذات الإجراءات الهامة العاجلة الواردة على جدول الأعمال . 5- يرأس رئيس الاتحاد الجمعية العمومية وفي حال غيابه يرأسها أقدم نائب رئيس ، وفي حالة غيابهم جمعيا تختار الجمعية العمومية من بين أعضاءها رئيس الاجتماع ، ويقوم سكرتير عام الاتحاد بأعمال السكرتارية ، وفي حالة غيابه يقوم السكرتير التنفيذي بهذا العمل او أي عضو تختاره الجمعية العمومية في حالة غيابه. 6- يجب إبلاغ وزارة الشباب والرياضة واللجنة الاولمبية الفلسطينية بصورة عن محضر اجتماع الجمعية العمومية خلال خمسة عشر يوما من تاريخ الاجتماع على الأكثر ويجب أن يكون أصل المحضر موقعا عليه من رئيس الاجتماع السكرتير العام ، إضافة إلى رئيس وأعضاء لجنة الانتخابات والفرز في حالة وجود بند انتخاب . 7- يتعين على الهيئات الأعضاء عدم التخلف عن حضور الجمعية العمومية للاتحاد . مــــــادة 28 تشكيـــــل مجلــــــــس الإدارة 1- يدير شؤون الاتحاد مجلس إدارة يتألف من 16 عضوا تسعة منهم من المحافظات الشمالية وسبعة من المحافظات الجنوبية توزع المناصب فيما بينهم كالتالي : (رئيس – نائب رئيس – امين السر – امين سر مساعد – امين صندوق – امين صندوق مساعد – رؤساء اللجان ونوابهم ). 2- يتم انتخابهم بمعرفة الجمعية العمومية بالاقتراع السري المباشر. 3- يجوز تعيين ثلاثة أعضاء كفاءة بالاتفاق بين مجلس الإدارة واللجنة الاولمبية الفلسطينية وزارة الشباب والرياضة ، اثنين منهم من المحافظات الشمالية وواحد من المحافظات الجنوبية 4- يتولى مجلس الإدارة جميع شؤون الاتحاد ، ويكون جميع أعضاءه مسئولين بالتضامن عن كافة أعماله طبقا للقانون واللوائح المنظمة له . 5- عدم الإخلال بالمسؤولية الجنائية ، ويكون كل عضو من أعضاء مجلس الإدارة والجهاز الإداري بالاتحاد مسئولا عن القرارات التي يصدرها إذا كان من شأنها الإضرار بمصالح الاتحاد أو بأمواله . 6- يتم تعيين الأمين العام من قبل اللجنة التنفيذية باقتراح مقدم من رئيس الاتحاد الكرة الفلسطيني بدون أن يحق له التصويت ، وهو سوف يعمل في الاتحاد بعقد قانوني خاص. 7- يجوز تعيين مدير تنفيذي للاتحاد بمعرفة مجلس الإدارة لا تتجاوز مدة عقده فترة مجلس الإدارة وفي جميع الأحوال تنتهي مدة عمله بانتهاء مدة مجلس الإدارة أي كانت أسباب ذلك. مــــــادة 29 اختصاصــــــات مجلـــــس الإدارة يباشر مجلس الإدارة الاختصاصات الآتية : 1- إدارة شؤون اللعبة من النواحي الفنية والمالية والإدارية والعمل على نشر اللعبة في إطار السياسة العامة للدولة . 2- تنظيم مسابقات ومباريات وفقا للبرامج والأسس والقواعد التي يعدها لهذا الغرض. 3- الإشراف على المباريات التي تقيمها الهيئات الرياضية الأعضاء سواء كانت محلية أو مع فرق أجنبية 4- إعطاء الإذن للهيئات الأعضاء لمقابلة فرقها مع فرق أجنبية سواء في فلسطين أو خارج فلسطين. 5- تنظيم شؤون الهواية والاحتراف في حدود القواعد التي يضعها الاتحاد الدولي للعبة وفي حدود الصالح العام . 6- النظر في طلبات الانضمام المقدمة من الهيئات طبقا للأحكام الواردة في هذا النظام. 7- تنسيق الجهود بين مختلف الهيئات المهتمة بشؤون اللعبة ووضع الأسس الكفيلة لتعاون هذه الهيئات مع الاتحاد والعمل على نشر اللعبة والنهوض بها. 8- اختيار رؤساء البعثات في الخارج. 9- الفصل في الشكاوي التي تقدم إليه طبقا لأحكام اللائحة التي أعدها لهذا الغرض. 10-تقديم النصح والمشورة لأعضاء الاتحاد وتسوية ما قد ينشأ بينهم من خلاف أو نزاع 11-الموافقة على العقود والاتفاقيات الخاصة بالاتحاد. 12-وضع اللوائح والقواعد المنظمة للعمل بالاتحاد فنيا وماليا وإداريا. 13-وضع الأسس والقواعد المنظمة لانتقال واستقدام والاستغناء عن اللاعبين من والى أندية رياضية داخل وخارج فلسطين. 14- التحقق من توافر الشروط المقررة في المرشحين لعضوية المجلس. 15- تحديد المصارف التي تودع فيها أموال الاتحاد. 16- إعداد مشروع موازنة الاتحاد السنوية. 17- دعوة الجمعية العمومية العادية وغير العادية إلى الانعقاد وتنفيذ قراراتها . 18- تشكيل ما يراه من لجان فرعية سواء من أعضاء المجلس أو من غيرهم لتنظيم إعماله 19- اعتماد قرارات المكتب التنفيذي 20- تعيين الموظفين الفنيين وغيرهم من العاملين بالاتحاد. 21- تعيين الأجهزة الفنية والإدارية للمنتخبات وعمل التعاقد معهم. 22- وضع الخطط اللازمة لإعداد الفرق القومية وتنظيم المسابقات وتطويرها وإعداد الكوادر الفنية ، وتحديد التجهيزات والمنشئات المطلوبة بهدف الارتقاء بمستوى اللعبة والقدرة على المنافسة دوليا واولمبيا وعالميا . مــــادة 30 شروط الترشيح ومدة مجلس الإدارة وكيفية شغل الأماكن الشاغرة يتقدم المرشح بطلب باسم سكرتير عام الاتحاد مرفقا به استمارة بيانات مستوفاة ، ويجب أن تتوافر في المرشح الشروط التالية : 1- أن يكون فلسطيني الجنسية متمتعا بحقوقه المدنية والسياسية. 2- أن يكون حسن السمعة محمود السيرة ولم يصدر ضده حكم نهائي في جناية أو جنحة بعقوبة مقيدة للحرية. 3- ألا يكون قد تم وقفه أو شطبه بقرار من الجمعية العمومية أو مجلس إدارة أي اتحاد دولي ما لم تمض سنتان من تاريخ انتهاء الوقف أو إلغاء الشطب . 4- ألا يكون قد أسقطت عضويته أو استقال من مجلس الإدارة بعد ثبوت المخالفات المنصوص عليها في المادة المشار إليها قبل عرض أمره على الجمعية العمومية غير العادية ما لم تمض أربع سنوات من إسقاط العضوية أو الاستقالة . 5- إلا يقل سنة عنه ثلاثين سنة وقت تقديم طلب الترشيح. 6- أن يكون حاصلا على الثانوية العامة على الأقل. 7- أن يكون ممن مارسوا اللعبة أو من المهتمين بها . 8- لا يجوز الجمع بين عضوية مجلس الإدارة وعضوية مجلس إدارة أي اتحاد رياضي أخر ، ولا يجوز لأعضاء مجلس إدارة الاتحاد أن يتولوا إدارة شؤون اللعبة في الهيئات أعضاء الاتحاد أو العمل باجر أو بدون اجر في أي هيئة رياضية. 9- تكون مدة مجلس الإدارة أربع سنوات ميلادية ، على أن يجري انتخاب المجلس الجديد في أول جمعية عمومية عقب كل دورة اولمبية سواء أقيمت الدورة أم لم تقم ، اشتركت فيها فلسطين أم لم تشترك. 10-يجتمع مجلس الإدارة اجتماعا عاديا مرة كل شهر ، على الأقل ، وتوجه الدعوة لحضور اجتماعات المجلس من السكرتير العام ، ويبين بالدعوة موعد الاجتماع ويرفق بها جدول أعمال الجلسة والمذكرات الخاصة بها . 11-كما يجوز أن يجتمع اجتماعا غير عاديا بناء على دعوة الرئيس أو ربع الأعضاء على الأقل ، ولا تكون اجتماعات المجلس صحيحة إلا بحضور الأغلبية المطلقة للأعضاء ، فإذا لم يكتمل العدد القانوني يؤجل الاجتماع إلى موعد آخر يحدد خلال أسبوع من تاريخ الاجتماع الأول ، ويكون الاجتماع الثاني صحيحا بحضور ثلث الأعضاء على الأقل ، على أن يذكر ذلك بخطاب الدعوة ، وتصدر قرارات المجلس بالأغلبية المطلقة لأصوات الحاضرين ، وإذا تساوت الأصوات يرجح الجانب الذي منهم الرئيس ، وفي جميع الأحوال لا يجوز أن يصدر قرار بأغلبية اقل من ربع عدد جميع أعضاء المجلس . 12-إذا خلا احد مناصب مجلس إدارة الاتحاد بالاستقالة أو الوفاة أو لقيام سبب يحول دون استمرار عضويته فان المجلس يقوم بانتداب احد أعضائه ليتولى عمل العضو الذي خلا مركزه حتى أول اجتماع للجمعية العمومية لتقوم بدورها لشغل المنصب أو المناصب الشاغرة من بين مرشحي الأندية لعضوية المجلس. 13-إما إذا زاد عدد المناصب الشاغرة عن اثنين وجب على مجلس الإدارة دعوة الجمعية العمومية لاجتماع غير عادي لشغل هذه المناصب على أن يتم ذلك خلال شهر من تاريخ الخلو ، وتتبع نفس إجراءات الترشيح في حالة شغل المراكز الخالية . مـــــادة 31 تشكيـــــل اللجنــــــة التنفيذيـــــــة 1- تتكون اللجنة التنفيذية من 7 أعضاء : - الرئيس - نائب الرئيس - امين السر - امين السر المساعد - امين الصندوق - عضوان يتم انتخابهما من مجلس الإدارة. 2- تكون فترة ولاية الرئيس ، ونائب الرئيس ، وأعضاء اللجنة التنفيذية لمدة أربع سنوات ، ويمكن إعادة انتخاب اللجنة . 3- يحضر المدير التنفيذي الاجتماعات دون أن يكون له حق التصويت ، وفي حالة غياب رئيس المكتب يتولى رئاسة الاجتماع الأمين العام 4- لا تكون اجتماعات اللجنة التنفيذية صحيحة إلا بحضور أربعة من أعضاءه على الأقل من ضمنهم الرئيس أو نائب الرئيس ، وتصدر التوجيهات بالأغلبية المطلقة للأعضاء الحاضرين بشرط ألا تقل عن ثلاثة أصوات ، فإذا تساوت الأصوات يرجح الجانب الذي فيه الرئيس ويتعين عرض توجيهات اللجنة التنفيذية على مجلس الإدارة في أول اجتماع له . 5- لا يجوز لعضو المكتب التنفيذي أن يكون عضوا في هيئة قضائية أخرى في الاتحاد الفلسطيني لكرة القدم في نفس الوقت . 6- إذا خلا منصب فسوف يقوم المكتب التنفيذي بشغل هذا المنصب حتى موعد الجمعية العمومية التالية وعندها يتم انتخاب عضو أخر لمليء المنصب لبقية فترة الولاية . مـــــادة 32 اختصاصـــــــات اللجنـــــــة التنفيذيـــــة 1- بحث وتحضير الموضوعات قبل عرضها على مجلس الإدارة. 2- الإشراف على تنفيذ قرارات مجلس الإدارة. 3- بحث الموضوعات العاجلة واقتراح ما يراه من توصيات بشأنها ، ولا يجوز تنفيذ القرارات التي تتطلب اعتمادا ماليا إلا في حدود القواعد التي تنظمها اللائحة المالية للاتحاد . 4- تمرير القرارات التي هي تكون ضمن نطاق مسؤولية الجمعية العمومية . 5- الإعداد والدعوة إلى عقد الجمعية العمومية العادية أو الاستثنائية للاتحاد الفلسطيني لكرة القدم. 6- تعيين رئيس ونائب رئيس وأعضاء اللجان العاملة. 7- تعيين رئيس ونائب رئيس وأعضاء الهيئات القضائية. 8- التقرير بشأن إنشاء أي لجان أخرى عند الضرورة في أي وقت. 9- وضع الأنظمة لتنظيم عمل اللجان العاملة اللجان الأخرى. 10- تعيين أو طرد امين السر بتوجيه من الرئيس. 11- تقديم توصية بأسماء مدققين مستقلين للجمعية العمومية. 12- تحديد مكان وتواريخ وعدد الفرق المشاركة في مسابقات (PFA). 13- تعيين مدربين للفرق الوطنية والهيئات الفنية الأخرى. مـــــادة 33 اختصاصات الرئيس ، نائب الرئيس ، أمين السر ، أمين الصندوق 1- يمثل الرئيس اتحاد كرة القدم قانونيا 2- يكون الرئيس بصورة أساسية مسئولا عن : • تمثيل الاتحاد أمام القضاء وأمام الغير • توقيع جميع العقود والاتفاقات التي تبرم مع ا لاتحاد وذلك بعد اعتمادها من قبل مجلس الإدارة. • التوقيع مع أمين الصندوق على الشيكات. • التوقيع على مكاتبات الاتحاد ذات الطابع الخاص الذي يقرره مجلس الإدارة. 3- يترأس اجتماعات الجمعية العمومية ، واللجنة التنفيذية ولجنة الطوارئ واللجان التي تم تعيينه عليها رئيسا . 4- يكون للرئيس صوت عادي في اللجنة التنفيذية ، وفي حال تعادل الأصوات يكون له الصوت المرجح. 5- يباشر نائب الرئيس اختصاصات الرئيس في حالة غيابه أو بتكليف منه. مـــــادة 34 المرشحيـــــن لمنصــــــب الرئيــــــس 1- يتم انتخاب الرئيس من قبل الجمعية العمومية لفترة ولاية تمتد لأربع سنوات، تبدأ ولاية الرئيس بعد نهاية المؤتمر الذي تم انتخابه فيه يجوز إعادة انتخاب الرئيس. 2- يجوز فقط لأعضاء (PFA) تسمية مرشحين لمنصب الرئاسة. 3- إذا تم منع الرئيس بصورة دائمة أو مؤقتة من ممارسة وظيفته الرسمية ، يحل مكانه أقدم نواب الرئيس حتى موعد المؤتمر التالي ، يقوم المؤتمر بانتخاب رئيس جديد عند الضرورة . مـــادة 35 يباشــر السكرتيـــــر العـــام الاختصاصــات الآتيــــة : 1- توجيه الدعوة وعمل الترتيبات اللازمة لاجتماعات الجمعية العمومية ومجلس الإدارة والمكتب التنفيذي وأية لجان يشكلها مجلس الإدارة ، وتحرير المحاضر الخاصة بها وتسجليها في الدفاتر المعدة لذلك والتوقيع عليه مع رئيس الاجتماع . 2- الإشراف على جميع أعمال الاتحاد الإدارية وعلى كل ما يتعلق بشؤون العاملين. 3- إعداد تقارير دورية عن أعمال الاتحاد لعرضها على مجلس الإدارة 4- عرض طلبات الانضمام الجديدة على مجلس إدارة الاتحاد بعد استيفائها . 5- تحضير مشروع ومشروع الموازنة للسنة المقبلة بالاشتراك مع السكرتير العام وتقديمه لمجلس الإدارة لإقراره . 6- التوقيع مع الرئيس ( أو نائب الرئيس في حالة غياب الرئيس ) على شيكات ومع السكرتير العام على أذون الصرف . 7- I believe my work experiences; educational background and language skills make me an appropriate candidate to deal with.

I have more that 14 years experience in translation, interpretation, communication and coordinating services --- mostly nationally; but for the past two years my experience has also been international. Moreover, I have demonstrated to myself and my co-workers that I have the ability to build and maintain good relationships and to achieve objectives through ties with a diversity of people.

My computer skills and experience are on a professional level.

One of my personal work ethics is to be a conscientious and dependable team player. And I have a genuine passion for my work. I believe, too, that I work well under pressure. The U.N.
