French to English: Stabilisation operations forces employment doctrine

Translation - English « Stabilisation » is identified as the phase of an operation which, following an initial intervention (if not a mere deployment) aims as quickly as possible at building the conditions of a normalisation –especially in the field of security-, and to gradually transfer all responsibilities exercised by the Force to a well acknowledged authority.
On a day-to-day basis, this stabilisation phase is less characterized by the clash of arms, than by conflicting and matching wills. As such, there is a need to proceed in the first place to the consideration of all stakeholders, and of their mutual interactions .

More or less organized, this enemy always tends to further structure itself. It looks for the moral and material support of the population, which can be got willingly or by force, through sheer terror if necessary. It is also likely to benefit from external support. It sets its action in the scope of information, extending it toward regional, national and international public opinions. Its goal is to conquer populations, at least to split them apart from the Force, to thwart the political process by giving an international stir to its own successes, and to the mistakes and failures of the Force, real or supposed.

I've been on the security / safety business for over 25 years now, both as a civilian and a military, in my country (France) and / or abroad (embassies) + multi-national organisations (NATO / EU / UN / CoE), including three UN field missions (Kosovo, DR Congo and Côte d'Ivoire).
If we consider "crisis" to be the apex of risk management, I have built up my expertise:
- upstream crisis: e.g. information and intelligence management, planning, mitigation aso.
- during a crisis: management cell, CBP, emergency, evacuation, monitoring, crisis communication aso.
- downstream: reconstruction / developement / rehabilitation.
English has been my main working language, and French is my mother tongue. Besides, I am able to do in Spanish and German + some rare languages (hebrew / arabic: basic).
