How was it possible to implement a work of such magnitude at a time when so little technical support existed?

However, the OEFA is still in a process of formation and its characteristics and tools have yet to be defined, it therefore currently has limited capacity. In January 2011, the OEFA will take on the responsibilities of the Organism of Supervision of Forestry Resources (OSINFOR).
At the same time, the main causes of deforestation and degradation of forests are not in their hands, (they are mainly economic, social and political). The alternative solutions are complex and require action beyond that of the Forestry Authority. In addition, there is an urgent need for the decentralization of capacities and coordination efforts.
Spanish to English: Literature Review - An Analysis of the MOPI Project from a Process Perspective: Innovating for Climate Change Policy Formulation in Developing Countries General field: Social Sciences Detailed field: Environment & Ecology

1 Introduction
The present paper reflects the main academic discussions, methods, and designs for public policy that provide a conceptual framework for analysing the MOPI project, from a process perspective. By speaking of a process perspective, we mean that the present study seeks to thematise and understand the decisions, strategic actions, and methods that articulate the relation and interaction between the different institutions and individuals who participated in the MOPI project, as well as the transformations that took place (over and above achievement of results) in terms of estimating GHG emissions and evaluating mitigation measures. In other words, this paper focusses on i) the project shape, ii) its structure, iii) the project organisation, iv) the relations that were established between individuals, v) its impact on public policy formulation, and vi) the influences on thematising climate change in the country.
Traditionally, a public sector projetc, such as MOPI, would be evaluated by looking at goal achievement and the pertinence, timeliness and credibility of its results. However, the present study considers the hypothesis that the method applied in the MOPI project, a method centred on integrating science, politics and public participation, contributes to the quality of the processes developed for achieving results (the method) by enriching the method and increasing durability. The method also contributes to externalities associated with developing an epistemological community that can provide political and technical support over time. Both elements; the methodological contribution, and the creation of a critical mass of incumbents, are central when thinking of a complex emerging topic such as climate change that requires buy-in in order to create significant transformation, making the analysis of this project particularly interesting in terms of how science and public policy inter-relate, and particularly in defining policies for climate change.
