Source text - English Based on the analysis and experiences of the European Network of Migrant Women, this briefing shows the main gaps in the previous action plan on integration and provides a roadmap on how to fill these gaps in the New Action Plan, particularly with regards to migrant and refugee women and girls.
Focusing on the journey rather than merely on the outcomes
The current action plan puts a lot of emphasis on ‘net fiscal contribution’ of third-country nationals and labour market integration is considered in purely economic terms. However, many projects with migrant and refugee women (e.g. funded through the Asylum, Migration and Integration Fund and European Social Fund Plus) show that labour market integration cannot be successful without a prior intervention looking at the development of self-confidence and psychological well-being of women. Recognising and enhancing ‘soft’ skills, such as confidence or self-esteem, is not easy to capture in ‘hard’ outcomes, but they are critical first steps for many migrants, and particularly women and their children.
Employment remains an important measure of impact but including a broader set of social indicators would better capture the reality. It is often mentioned that refugee women are not easily reachable, and they do not benefit from the services in a sustainable way. However, we can see little efforts to work on the structural and social barriers holding women back. Sustainable solutions for labour market integration of migrant and refugee women require eliminating the root causes.
Translation - Czech Tato zpráva poukazuje na hlavní mezery v předchozím akčním plánu pro integraci a na základě analýzy a zkušeností Evropské sítě migrantek (European Network of Migrant Women) poskytuje plán, jak tyto mezery v novém akčním plánu zaplnit, především s důrazem na migrující ženy a dívky.
Zaměřit se na proces, nikoli jen na výsledky
Současný akční plán klade velký důraz na „čistý fiskální příspěvek“ státních příslušníků třetích zemí a integrace na trh práce je posuzována čistě z ekonomického hlediska. Nicméně mnoho projektů s migrantkami a uprchlickými ženami (financovaných např. skrze Azylový, migrační a integrační fond a Evropský sociální fond plus) ukazují, že integrace na trh práce nemůže uspět bez předchozího zásahu do rozvoje sebevědomí a psychického zdraví žen. Důsledků uznávání a zlepšování měkkých dovedností, jako jsou například sebevědomí a sebeúcta, si není v rámci odborných výsledků snadné všimnout. Nicméně pro mnoho migrantů, zejména pro ženy a děti, patří právě rozvíjení měkkých dovedností mezi důležité první kroky.
Zaměstnanost zůstává podstatným měřítkem dopadu, ale zahrnutí širší sady sociálních ukazatelů by realitu zachytilo lépe. Často se uvádí, že uprchlické ženy jsou těžko dosažitelné a že služeb nevyužívají udržitelným způsobem. Na odstranění strukturálních a sociálních bariér bránících ženám v pokroku bylo však doposud vynaloženo jen velmi málo úsilí. Aby řešení pro integraci migrantek a uprchlických žen na trh práce mohla být udržitelná, musí být odstraněny hlavní příčiny.
