I agree with you it is a phrase. Those are stated as points made by the Congress in the session. The verb was stated earlier and that phrase was point number 2. the first sentence is(The purpose of this act is to estabilsh a commission on ocean policy that will promote......then several points are mentioned,one of which is that fragment I wrote before.Thank you for your information regarding the definition of the sentence. Still you forgot to tell me that it starts with a capital letter.thank you for the translation..

responsible stewardship I meant to say what it means in Arabic(the target language). I think I have chosen the language into which I want the meaning of that word to be.If I am right, I think I have chocen the language from English into Arabic. Is there anyone can kindly give me the answer. I have no time...!
