This is a skilsmissebevilling. At the very bottom of the divorce decree, where the public records officer has signed, first it gives his name, and below that a two-letter abbreviation followed by a period. The copy quality is very poor, so this abbreviation could be:

If it's indeed "fm", then my guess is that fm = fuldmægtig which would be a Head Clerk or Chief Clerk.
