I found this which makes me think that it might be more than simply a short fall....(although I don't have a clear answer!)...
and it would be good to look for a clearer definition of 'default' based on the below:

c’est la première manifestation concrète des difficultés financières d’une entreprise. Il s’agit du non respect d’un contrat liant un débiteur à un créancier. Le débiteur ne règle pas une échéance de dette (financière ou d’exploitation) ou d’intérêts. Ce défaut peut être volontaire ou non.

Asker: Julie I think you're on to something with the court order - to make sense of the whole sentence it may be something like 'in payment default on 50m euros of salaries... etc'

Asker: Thanks for your input - but payment default is exactly that - failing to pay maturing liabilities on due date due to lack of cash - what would you propose in its place (bearing in mind the full context of the orifginal question)?. Thanks

disagree  df49f (X): P/G: faux-sens: défaut de trésorerie par opposition à excédent de trésorerie - i.e. cash deficit (& because of a negative cash balance, it can't pay its liabilities - payment default won't even come into play since they can't even issue a payment)

disagree  Christopher RH: with df49f: "payment default" means what is described in the answer, but that does NOT make it correspond to the question. If anything I would think that the source French was incorrectly phrased.
