If you use this, you can't really use the word "processing" but yes, façonnier means processing as Gilles says;
However, the above phrase does give the idea of a flat rate cost by some other party, which is what I think they mean.

the cost thing is the cost of producing versus the price the capsule will be sold at, there are no third parties mentioned in the text.
cout forfaitaire is the flat rate charged by the people that make the capsules which does not equal the selling price charged by the pharmaceutical company
