Я честно искала в глоссарии и ничего не нашла. И еще здесь же вопрос по ходу дела: где-то можно посмотреть стандарт перевода подобной документации?

Registry Office

That's what it would be called in the UK, whether the same in the USA I don't know.
ЗАГС stands for Запись актов гражданского состояния, literally Record of Deeds of Civic Status, or something like that, but don't translate it that way.

The head of the registry office would be the Registrar.

"Division of Vital Records".

That's were we received our son's birth certificate. They register other events there as well.

Я просто процитировала то, что написано в официально заверенном переводе моего собственного свидетельства о рождении.
Причем, именно ОТДЕЛ ЗАГС, т.к. если это свидетельство было выдано в большом городе, то обязательно указан район, и тогда можно написать, например:

Cheremushinsky District Registry Office, Moscow City

Все зависит от того, для чего предназначен Ваш перевод. В Америке, как уже было сказано выше, ЗАГС - это Vital Records. Но, похоже, это чисто американское название.
