At the request of one-third of Council members present and voting, any non-unanimous decision may be held over to the next meeting. At that subsequent meeting, a decision may be made by majority vote. A Community Council Member or group of Council Members may not exercise this right to delay a majority decision at two consecutive meetings. Community Council Members are discouraged from acting to hold over any decision unless they believe that: (a) the issue under consideration is of fundamental importance to New City School; and (b) further evidence or further reflection has significant potential for changing the views of the majority

"Posponer" and "diferir" will work pretty much anywhere. "Postergar" is used in some parts of Latin America but not in Spain.
