ffc is onto something here but I would call them the disenfranchised
The disenfranchised are those that are devoid of property - have no economic resources - therefore do not participate in the economy - they are the passive.
Hope this helps you out! This is what I'd use. Good luck!

Passive population
The definition may encompass "children, the old, the ill, the unfit for work", but the translation is a straightforward "passive population". More information for instance at:

passive population
Hi,
Please refer to the web site below:
http://www.independentliving.org/LibArt/EU/employ.html
They discuss such matters as:
The ratio of the active/passive population is increasing in most Member States giving rise to some concern about the economic burden laid on the shoulders of the active population
Same issues are discussed in Spanish at web site:
http://www.zona.mcye.gov.ar/ZonaAula/ZonaAula07/1.html
Dentro de ellas pueden diferenciarse, la demográfica por la que se establece la diferenciación por sexo y edades, la económica o estudio de la población activa o pasiva y la cultural relacionada con el nivel de instrucción de la población.
Good luck!
