Perhaps a bit of CONTEXT is in order... for instance, what does having a big head have to do with urban poverty? For the moment it escapes me...

Macrocephalia and urban marginalization

They are actually very common concepts in urban development (at least their Spanish denominations are); and the first one is borrowed from a medical term, to give it more of a "scientific" connotation. I would go with somethig similar to what Big Ed proposes, except that "urban" would only refer to marginalization and not to macrocephalia... if it is one of the titles in a course description, the content will probably shed some light on the actual meaning.

neutral John Rawlins : Can't find any Google search results that use macrocephaly or macrocephalia in a non-medical sense. I am sure if we look long enough something will be found but I cannot say it is an 'accepted' meaning.
