Answer found I asked this same question again, this time under the proper field (law/patents) (I had unintentionally clicked "bus/financial" and rec'd the definition in Spanish from another ProZ colleague - seems it is simply the list of the evidence offered, "el conjunto total de pruebas recabadas en determinado negocio." Haven't decided yet how to translate it

La Instrumental de actuaciones The party filing the amparo proceedings lists several pieces of evidence offered by the party who requested the ruling that is now being challenged. At the end of the list are two items: "la instrumental de actuaciones" and "la presuncional legal y humana" (subject of my second ProZ question). Later in the document there is a list of evidence offered by the other party. It, too, ends with these two items.

A guess. But it seems pretty likely to me that the actuaciones in question are the actions taken by the administrative body whose decision is being appealed. And the instrumental could be the documents (instrumentos) reflecting those actions. I think we're just talking about the record of the proceedings below.

Perhaps you are right. For Russia it was applicable and might be even now in some respect, but not for Mexico.

the record of the proceedings

actuaciones = proceedings

and instrumental is most likely an official copy of the record.
