Viceministro makes sense but not viceministerio. In the UK we have government departments headed by a Secretary of State who is a member of the cabinet. Within a Department a Secretary of State will be supported by one or more Ministers of State (2nd tier) and/or Parliamentary Under Secretaries of State (most junior members of the government) - either of which could be translated as Vice Ministro. But Vice ministerio would suggest a department/ministry subsidiary to another. A sort of branch of a main government department. Strange.

Explanation:
In the UK it used to be the case that the Minister of Transport was a Minister of State (Viceministro) in the Department of the Environment (my experience is a bit dated now). So if your Viceministro of Transport is in a Department of Transport, your solution works best. but if he\'s in a Department with a different name, Minister of Transport is probably better.
