My inclination is to understand this to mean a contract manufacturer (for outsourced manufacturing).

Comment: "Not entirely sure that this is the same, but it could work. I used 'contract manufacturer' and the client didn't complain (no news is good news). From the context, it sounds like the important factor here is the the manufacturer acts on order of another company, which is a slightly different slant than 'target' or 'designated'."

In production management, this term refers to the producer (or class of producers) a buyer is looking for. *Zielfertigung* is a term I do not know, so my answer refers actually to *Zielfertiger* which was the term used in the text you quote.
