This term appears in a list of certificates issued by an embassy, along with birth certificate, death cert., marriage cert., etc. Is it a certificate that the bearer is alive ?! or a health document? Any help appreciated.

Thank you Rimas, your solution makes more sense in the context of other parts of the text. It seems to be a francophone concept, I have never heard of it in England (whereas Cert of good conduct is common). This is for Rwanda.

Re 'certificate of good character' 'Certificat de vie' is not 'certificate of good character'.
'Certificate of good character' is 'certificat de bonnes moeurs'. See:

certificate of existence

(Look it up on the web.) You need to provide a certificate of existence when (eg) claiming to be the benefiary of a policy. It's mot enough to produce an identity/birth certificate, etc, you also need, bizzarely, to prove that you actually exist (ie, are not dead). This is common in Luxembourg law and I suspect in other Continental European jurisdictions too.

This is document issued by an embassy which proves someone's existence (to prove that that person actually exists)
