German term or phrase: Vorhaltung
And what would "Aggregate" refer to in this case? TIA.

English translation:keeping in stock
Explanation:
Aggregate refers to whatever they were talking about before (context!) - you can try "units".

What it means is that shops cannot keep all "Aggregate" (parts, units, accessories) in stock; it would be too much to expect (eine Zumutung). So they will pay for expedited shipping in those cases (and when it was impossible to get them in the usual fashion)

Explanation:
then Vorhaltung probably means "providing of equipment" or "keeping on hand"
