This is from a set of guidelines for nuclear safety inspectors, in the section on containment and leak detection. One of the tools used in the containment areas uses a "lame vibrante." I'm not sure how a vibrating blade would come in here...

I have seen this term refer to a reed before. Perhaps in a more traditional sense a 'reed' could be used to measure leakage (by absorbing liquid or solid matter into the reed and showing the level of leakage??), although this is more in the field of electronics - just in the same way that if you dip paper into a liquid it will absorb a certain amount of it? Just a hunch, but it may well apply in this case.

: Just to note that this type of reed (as used e.g. in musical instruments) is a thin, flat blade, rather than a hollow straw-type reed.
