English to German Bus/Financial Business/Commerce (general) corporate bull...
Here's another one of those examples of corporate speak, this time from a bidding document. Under the heading "Change Processing and Control" it goes on:

"The Supplier's internal configuration control measures shall be employed from the point of engineering release up to the time engineering is base lined..."

I don't know if _I_ should feel base lined - but then, I don't know what it means, so how can I feel like it?

Can't give you the German, but can perhaps shed some light on the term.

In the software world, you have several phases in development.
After the requirements are done, the programmer will design the software, code the various units, test the units and then place the successfully tested units under configuration control. Once a sufficient number of units are under configuration control, they are integrated into whatever the company calls a bigger bunch of software (module, configuration item?). At some point, the software will be released so that others involved in the project may begin to use it. This release set of software is usually declared to be the baseline, i.e., the first official state of the software from which all additions and changes will emanate.

There may be further releases, some interim, some minor, some major, of the software. They may also be declared to be new baselines. Thus, a software baseline is a defined state of the software that is suitable (at least in the developers' eyes) for release to a broader community.

It is usually all under configuration control and, if they know their business, they can revert to a previous baseline, undoing any and all changes, if the changes cause a colossal crash of the new baseline.
