I have really been having trouble trying to translate "Ueberlassung von Nutzungsberechtigungen."

Transferral of rights-of-usage? Sharing of rights-of-usage?

Any suggestions? Thanks.

Licensed to...

A has licensed software C to B.

Nutzungsberechtigung means A still owns the software, but allows B to use it ("it was licensed to B" for a "license fee", the standard wording in such transactions). If the software is "abgetreten" it would be "A has ceded the software to B", unlikely in the context.

transfer/relinquishment of usage rights/right to use

Transfer instead of transferral may be an even simpler choice for Überlassung which I prefer. Depending on how legalese this should sound you may want to use "relinquishment", but judge by your context.

contract for the transfer of use ...

I fully appreciate your frustration. This is always a bit of a headache to translate.

..."contract/agreement for the transfer of use regarding software C ...."

You could also say:

"... contract for the granting of rights to use software C ...."

or:

" ... contract for granting a license to use software ...."
