it shall be referred to and finally resolved by arbitration in accordance with the Arbitration Rules of the Hong Kong Arbitration Centre ("HKIAC") or the time being in force, which rules are deemed to be incorporated by reference in this Section.

Arbitration Rules of the time being in force は、「その時点で効力を有する仲裁規則」　だと思うのですが　
（つまり　OR the time being in force ではなく、 OF the time being in force のミススペルだという解釈）　　どうでしょう？

それとも、OR　は正しくて、私の解釈が間違っているでしょうか？
