You haven't given much context, but I assume V.E. is "vuestra excelencia". I wouldn't translate "digno" - it sounds sycophantic in English.

I think "through your worthy self" would be a bit too toady in English, especially if you've already used "I have the honor of addressing your Excellency...", but then again...
