Il giudice si riserva di decidere su... The previous transcript of the hearing should have the a.m. phrase meaning the judge would reserve the right to decide on a certain matter at a later date after the hearing. The “scioglimento della riserva” means the judgd has reached a decision.

I don't think it's anything to do with money. The idea is "reservation", and unless you have the record of the hearing, there's no way of knowing exactly what it means.

Suspension is a rather obscure definition of scioglimento but seems to fit this context. Spelling seems to be scioglimento and not scoglimento.
