In a text about family law in the Maghreb. Apparently refers to a process similar to adoption, called "kafala" in Arabic, but I'm not sure what the correct term is in English.
"La kafala ou recueil légal est l'engagement de prendre bénévolement en charge l'entretien, l'éducation et la protection d'un enfant mineur, au même titre que le ferait un père pour son fils.

Explanation:
I think they're probably referring to families where children are raised by another family member (e.g. an uncle) and the "adoptive" parents are given rights as the legal guardian of the child.

"Legal Guardian: A person who has the legal responsibility for providing the care and management of a person who is incapable, either due to age (very young or even very old, or to some other physical, mental or emotional impairment, of administering his or her own affairs. In the case of a minor child, the guardian is charged with the legal responsibility for the care and management of the child and of the minor child's estate. A legal guardian will be under the supervision of the court and will be required to appear in court to give periodic reports about the status of the child and its estate."

I forgot to mention that the act of having guardianship of the child recognised legally allows the parents to claim social security benefits, tax benefits etc. for that child, in addition to their own children.

Explanation:
It's foster care.....

While full adoption is banned in Algeria and Morocco, a system known as "Kafala" allows a child to be protected as a legitimate child. It also makes allowances for such children to receive part of an inheritance.

neutral  Julia Gal: Foster care implies a temporary placement, where the parents have no legal authority over the child placed with them. Kafala gives the parents the same rights as biological parents and is a permanent arrangement.
