First, the expression as used in English:
"Cease and Desist" can either be a court order, in which case it is like an injunction issued by a judge to stop a person or an entity from engaging in an activity, or it can be a letter, in which case is merely a request or a demand by one party (a private or public entity, or their legal representative) directed at another party. If the other entity does not comply with the letter, the first party can, if they choose, elevate the matter to the judicial level by asking the court to issue a "cease and desist ORDER." Second, the translation of the expression:
1. Notice that the term is redundant. "Cease" and "desist" practically mean the same thing. There is no need to reproduce the redundancy in the target language. That would be poor translation.
2. The word used for "letter" in Arabic varies regionally. You can use خطاب or رسالة or any other acceptable term.
