soweit nur der Arbeitgeber tarifgebunden ist

Auf das Arbeitsverhaeltnis finden keine Tarifvertraege Anwendung, soweit nur der Arbeitgeber tarifgebunden ist. Ausgenommen hiervon sind etwaige Haustarifvertrege, deren Bestimmungen Anwendung unabhaengig von einer Gewerkschaftszughoerigkeit des Mitarbeiters Anwendung finden.

My problem is with the first sentence. As I understand it the sentence is saying:

As the employer is only bound by collective bargaining agreements, wage agreements do not apply to the employment contract.

But does this make sense? Is there a difference between collective bargaining agreements (Tarifvertraege) and wage agreements (tarifgebunden).

"Auf das Arbeitsverhältnis finden keine Tarifverträge Anwendung, soweit nur der Arbeitgeber tarifgebunden ist." means "Auf das Arbeitsverhältnis finden keine Tarifverträge Anwendung, bei denen nur der Arbeitgeber [implicit: nicht jedoch der Arbeitnehmer] tarifgebunden ist."

tarifgebunden = an den/einen Tarifvertrag gebunden (identical meaning)

Hence, the employment contract shall not be subject to [governed by] collective (bargaining) agreements to the extent to which only the employer is bound by such agreement(s).

"to the extent to which" could also be replaced with the plain and simple "if" in this case.
