Depending on the overall structure of your text, I would use Paragraph for Absatz and Clause for Ziffer. It is important that you select terms which maintain the hierachy or the macrostructure of the document.

Absatz und Ziffer
By "Absatz" in German they always mean a part of text with "CR" at the end (ro, which is the same, started from break line, indented line and continuing to another break line or indented line).
As for "Ziffer", this term stands for a part of text (it might be one paragraph or even some paragraphs (in polygrphic sense)) which is headed by a number. Please note that the part of text, organized as follows:

2) kkkkkkkkkkkkkkkkkkkkkkkk
3) iiiiiiiiiiiiiiiiiiiiiiiiiiiiii
can also be treated as that "Ziffer".
The porper term "Ziffer" means a figure, or the cipher or (less frequently) a number.
