I am having problems trying to work out what they mean by "agredir" in the following sentence - any advice would be much appreciated.

I think it's fairly clear that the idea is that by investing early in heritage conservation, you save on restoration costs and ultimately minimise the effect on the monuments, or whatever they are. I wouldn't regard 'obras' here as meaning the work that needs to be done, but rather the heritage itself - the 'works of art'. So maybe you might translate 'agredir menos' as 'minimise the effect on'.
