O texto fala dos aspectos que complicam o planejamento urbano em determinado área, "em especial pela existência de um aterro sanitário encravado na área" pensei em "placed" , mas encravado é mais forte; pensei em "encroached", mas pode dar uma ideia de ilegitimidade, não pode. foi o próprio governo que colocou o aterro lá. "inserted"?

É difícil pensar num termo para captar todo o sentido de "encravado". Mas, como comentou, nenhum sentido negativo é cabível, já que o próprio governo encravou o aterro lá!
