The above sentence appears in the following paragraph - below is my (poor) attempt at translation. What I am unsure about is to what 'estancamiento' refers - the crops, or the significant advances.
Después de haber logrado avances importantes en la erradicación de los cultivos, éstos reverdecieron hasta su estancamiento y lo que muestra el Informe divulgado por la Casa Blanca en abril de este año es que ahora dicho proceso empieza a revertirse, a tal punto que por primera vez desde el inicio del Plan Colombia en 1999, ha crecido el área sembrada con cultivos ilícitos el último año, en un escalofriante 26% (¡!) con respecto al 2004.
After having made significant advances in crop eradication, these turned green again until their stagnation. A report released by the White House in April of this year shows that this process is now beginning to revert itself, to such an extent that for the first time since Plan Colombia was put into effect in 1999, over the last year coca leaf cultivation has seen a shocking 26% growth since 2004.

"reverdecieron" refers to the crops and "estancamiento" to the progress, so we have to avoid having "they" twice in the same sentence referring to two different subjects, something like this: "Although significant progress was made in the eradication of the crops, they started growing again as the progress stagnated, and the report issued by the White House in April this year shows that the process is now being reversed, to the extent that, for the first time since the start of the Plan Colombia in 1999, the area planted with illegal crops in the past year has grown by a terrifying 26% compared with 2004."

Definitely "estancamiento" refers to the crops, not the progress in eradicating them.
Here is another interpretation:
According to the DRAE, "estancar" means: 'prohibir el curso liebre de determinada mercancia..." The DRAE does not have a definition for "estancamiento" in the sense of stagnation.
