It is called a boot separator because it has the form of an inverted boot (with some help from the visual cortex) so as to be able to collect liquid condensates by the base.
Actually it has other uses but basically that is its function.

Sothm, not exactly the same. Suppose you invert the boot and attach it to the bottom of the vessel, and the boot is connected to a drainvalve at the bottom of the vessel coinciding with the boot, when the level of the accumulated water (heavier than the rest of the liquid in the vessel) in the bottom reaches the boot, it could be drained by opening the bottom valve until all the water has drained. I only use the reference to indicate that this device is called (or could be called) also a boot.
