This word is always a challenge for me, for some reason. This time it appears as "administrativ forankring". Sentence as follows:
"Gi oversikt over grunnleggende informasjon om saksbehandling, som administrativ forankring, saksansvarlig...."
The context is a computer program but this could crop up in a lot of other contexts. I know what it means, but my mind seems to have packed up for the week-end already..
The nearest I've got is "terms of reference" or something like that.

I might be totally off here, but I would think you could use "administrative foundation"?

Administrativ forankring would normally be understood as reassurance that a certain initiative has the backing of the administration - i.e. that it's not some stray manager going off on his own tangent. Management backing, or if you want more pompous - executive commitment.

On reflection, I was probably paying insuficient regard to the context. In the context of case management, administrativ forankring would be legislative grounds or foundation. I don't much like "administrative foundation", as the administration provides judgement calls based on legislation, but not the legislation itself.
