"others" means other school who don't use resouces effectively
for example, in a town with 10 schools, we can say the education quality of this town would be really really good if the majority of the school used the resources (money, text books, teachers, etc) effectively. And in this case, say half of these schools do, they use the resources really well, but sadly, the other half do not, and thus this potential good quality school system (in this town) is counterbalanced. The bad schools bring down the good schools (in terms of looking at the school system as a whole)
