The pattern of the government makes the public opinion stronger.( see explanation)

If the government is a democratic one the public has greater freedom of expression. The public opinion when unrestricted voices itself strongly. But reverse is the case in an authoritarian type of government such as any type of dictatorship. Under such governments public opinion at times gathers momentum as the supression is high. Under such circumstances the public opinion recoils against the authoritarian rule and expresses itself with far greater strength.
