English term or phrase: Civilian Enforcement Officer
These are employed by the Magistrates Court, local authorities or police authorities. These "bailiffs" are able to execute a range of warrants including distress warrants and warrants of arrest, and commitment for non-payment of fines and other sums a court had ordered to be paid. In addition, they can also enforce warrants of arrest for breaches of community sentences.

Serbian translation:civilni izvršitelj sudskih naloga, civilni ovršitelj
Explanation:

Da se ovde reč "civilian" odnosi na civile (za razliku od policije), a ne znači "građanski", "civilni" ili "javni" jasno je iz sledećih rečenica: "He reports that the Minister of State has stated that it is sufficient for the clauses simply to give civilians responsibility for execution of warrants"; "Mr. Evans suggests that the move from police to civilian enforcement will foster a culture change"; "Mr. Evans points out that under the provisions civilians will make arrests only during office hours, in public places and with the consent of those being arrested".
