neutral  Sheila Wilson: I really wouldn't consider using "dammed bay" - it sounds ridiculous // because "damned" (identical pronunciation) is a swearword (albeit rather tame nowadays) e.g. "these damned flies!"

I actually live in a "village endigué" and I haven't found a neat way to describe it to other English speakers. I always refer to it as a "village surrounded by dykes" Embankments would be an alternative but I prefer dykes.

neutral  Adsion Liu: if we build a dam in the bay, as everyone knows especially in sense of environment protection, it's not only and seldome to "protect" the bay. Sorry for expressing my doubt. What we need is to put an objective translation but not subjective/personal one..
